Crude is only the first input: refineries must turn it into gasoline or diesel, those products have their own supply and demand balances, and retail prices also include taxes and distribution and retail margins. In the United States, both fuels became more expensive in September 2026 even as the market’s crude-and-product story diverged: diesel faced especially tight supply conditions, while gasoline had a different inventory and crack-spread outlook.
What happened to U.S. pump prices in September?
The U.S. Energy Information Administration (EIA) reported average retail prices of $4.35 per gallon for gasoline and $6.29 per gallon for diesel in September 2026. Both rose during the month. EIA attributed the increases to higher crude oil prices and rising crack spreads, with gasoline crack spreads rising mostly at the beginning of September and distillate crack spreads increasing throughout the month. EIA’s October 2026 Short-Term Energy Outlook was released on October 6; its forecast was completed October 1.
These are U.S. averages, not a description of prices in every country or even every U.S. market. Taxes, distribution costs, and local supply conditions vary by location.
Why doesn’t a change in crude immediately reach the pump?
Crude oil does not go straight into a vehicle’s tank. It is refined into products, then those products move through wholesale markets and distribution networks before being sold at retail. Each stage has its own costs and supply conditions.

EIA defines a crack spread as the difference between crude oil prices and wholesale refined-product prices. It is one way to see whether gasoline or diesel is becoming more expensive relative to crude. The retail price then includes fuel taxes and retail and distribution margins above the wholesale product price. As EIA puts it, “Decreases in wholesale crack spreads will not immediately translate into lower retail prices.”
That lag matters: even if crude prices fall, wholesale product prices may remain firm, and a change in wholesale prices may take time to show up at the pump. Conversely, a rise in crude can coincide with a further increase in product costs.
Why diesel and gasoline can move differently
Gasoline and diesel are separate product markets. They have different demand patterns, refinery yields, inventories, and trade flows, so a change in crude availability does not affect them equally. Distillate is the broad petroleum-product category that includes diesel and heating oil; the cited distillate figures should not be mistaken for gasoline data.

Diesel: tight distillate supply and strong product premiums
The International Energy Agency (IEA) reported that Atlantic Basin refining margins reached record levels in August 2026, led by diesel cracks. It also found that combined net exports of diesel and gasoil from Gulf countries and Russia were 1.6 million barrels per day lower in August than in February. The IEA linked the decline to constrained Gulf flows and disruptions to Russia’s refining system and product exports. Those changes can limit the supply of diesel-type products even if crude is available elsewhere.

U.S. inventories provided another warning sign for diesel. EIA said East Coast distillate inventories in September were 32% below their 2021–2025 seasonal average. That is a regional figure, not a national inventory measure; a shortage or buffer in one region does not describe every U.S. market.
Gasoline: its own spread and inventory picture
Gasoline crack spreads rose mostly at the start of September, unlike distillate crack spreads, which rose throughout the month. EIA expected U.S. gasoline inventories to remain low enough for the gasoline crack spread to stay above seasonal averages into early 2027. That is a gasoline-specific forecast and should not be inferred from the East Coast distillate inventory figure.

How refinery output, exports, and inventories shape supply
Global crude availability and usable fuel supply are not interchangeable. Refineries need to be operating and able to produce the right products, while trade routes and exports determine where those products can reach buyers.
In its September 2026 Oil Market Report, published September 11, the IEA said global refinery throughput was 81.4 million barrels per day in August, 4.2 million barrels per day below a year earlier. The lower throughput and the reduction in diesel/gasoil exports illustrate why an improvement in crude flows alone may not quickly restore supply of finished fuels in the markets that need them.

Inventories are the buffer between a supply disruption and a shortage at the point of sale. EIA expected U.S. distillate inventories to remain below their five-year average throughout its forecast period, a condition it said would keep diesel crack spreads elevated. Separately, the IEA reported that global observed oil stocks fell 95 million barrels in August and had fallen 507 million barrels since February. These measures cover different geographies and inventory definitions, so they should not be added together or treated as the same pool of fuel.

What EIA forecast for U.S. prices after September
EIA’s October 6 outlook is a forecast, not a statement of what subsequently happened. It expected retail diesel to remain above $6 per gallon in October, then ease gradually as crude prices declined and inventories partly recovered. Even with that easing, EIA forecast diesel above $4 per gallon through 2027.
For gasoline, EIA expected the October retail price to be roughly unchanged from September and then to decline gradually. It also expected gasoline crack spreads to remain above seasonal averages into early 2027 because of low U.S. inventories. Actual prices can depart from those projections as crude flows, refinery operations, inventories, trade, or geopolitical conditions change.
How to tell what is driving a price change
When comparing a pump price with a crude headline, check the steps between them rather than assuming they move in lockstep. For a U.S. market, useful indicators include:
- Crude input: the relevant crude benchmark and its direction.
- Product crack spread: gasoline and diesel spreads separately, since one is not a proxy for the other.
- Refinery output: throughput and production of the specific product.
- Inventories: the product, region, and seasonal comparison. A regional distillate figure does not stand for national gasoline stocks.
- Trade and delivery: imports, exports, and shipping availability for finished products.
- Retail components: local taxes and distribution and retail margins that sit above wholesale prices.
EIA’s petroleum data portal links to weekly U.S. regular gasoline and on-highway diesel prices, weekly petroleum supply status, and monthly data on supply, disposition, trade, and inventories. These series help track the U.S. market; they do not establish what prices are doing in other countries.
