Is there a verified list of eight League One clubs above £7m?
No comparable, source-verified list establishes that eight League One sides each have annual player wages above £7 million. Salary Sport’s accounts-based table includes staff-cost figures for 19 of the 24 clubs, but its entries span different accounting periods. That is not enough to confirm a common-year comparison or the headline count. Salary Sport’s League One staff-cost table should therefore be read as a partial dataset, not a definitive ranking of player wage bills.
The distinction matters: “staff costs” may include more than players’ wages. Without checking each club’s underlying accounts and the category used, a staff-cost total should not be relabelled as a player wage bill. A fair comparison would need the reporting period, cost definition, whether the figure comes from filed accounts or an estimate, and the dataset’s coverage for every club.
What the available Wednesday figure does—and does not—show
Salary Sport lists Sheffield Wednesday staff costs of £21.81 million for 2023/24. This is a secondary aggregation of accounts data, not a player-only wage figure and not evidence that eight other clubs exceed £7 million. The table’s differing years and incomplete coverage prevent that inference.

How League One’s wage-control limit works
The EFL’s Squad Cost Management Protocol (SCMP) is a percentage-of-turnover limit, not a published threshold that identifies clubs with a fixed annual wage bill. The EFL announced that from the 2026/27 season the League One allowance would fall from 60% to 50% of turnover, with manager costs included in the calculation. The EFL’s 15 May 2026 announcement describes the change.
As a result, a club’s applicable allowance depends on its turnover and the protocol’s calculation, not simply on whether its reported staff costs exceed £7 million. The percentage rule cannot be used to reconstruct a verified list of clubs above that figure.

What an EFL fee restriction means
A fee restriction is a regulatory response to persistent payment defaults; it is not the same thing as the SCMP wage allowance. EFL Regulation 52.6, reproduced in a Club Financial Reporting Panel decision dated 17 December 2025, sets out escalating measures: a warning after 10 days of qualifying defaults, a fine after 20 days, and a fee restriction after 30 days or more within a 12-month period. The rule describes a restriction lasting three full transfer windows after the persistent default, subject to the regulations and appeal route.
Under Regulation 52.6.3(c), the restriction bars a club from paying or committing to pay a transfer fee, compensation fee, loan fee, or another form of payment for a player’s registration, except a sell-on fee. It is a limit on specified payments, rather than a general ban on all player registrations.

BBC Sport reported on 18 June 2025 that Wednesday had exceeded 30 days of late payments between 1 July 2024 and 30 June 2025. The EFL statement, as reported by the BBC, said the club was subject to a three-window fee restriction. The BBC also reported a separate registration embargo pending full payment of outstanding wages, with an exception described for a senior squad below 23 players. BBC Sport’s 18 June 2025 report covers the initial measures.
On 6 August 2025, the BBC reported that the EFL had extended the fee restriction through the January 2027 winter transfer window after Wednesday again surpassed 30 days of late payments, this time for the year beginning 1 July 2025. That report also said there were no restrictions preventing the club from starting the Championship season that Sunday. BBC Sport’s 6 August 2025 report is a dated account of the extension; it does not establish whether a later appeal or EFL action changed the position by 8 October 2026.

How to assess claims about League One wage bills
- Check the period: figures from different accounting years are not a like-for-like annual comparison.
- Check the definition: staff costs should not be presented as player wages unless the accounts support that description.
- Check the source and coverage: distinguish filed-account totals from estimates and note how many clubs are included.
- Keep regulation separate from spending totals: SCMP is calculated as a share of turnover, while a fee restriction responds to persistent payment defaults.
