GST 2.0 could ease working-capital pressure for Indian builders, but the official material from 2025 supports a plausible mechanism, not a measured gain. Two channels matter. The first is lower GST on construction inputs, most visibly cement. The second is a provisional release of 90% of eligible inverted-duty refunds after system-based risk assessment. Neither channel automatically frees cash for every builder, and residential construction follows its own rate and input-tax-credit (ITC) rules.
What changed and when
The 56th GST Council meeting was held on 3 September 2025. The Council said the rate changes for services and most goods should take effect on 22 September 2025, and its official announcement described the package as rate changes and trade-facilitation measures. The Council stated: “The Council was of the view that the changes in GST rates of goods and services need to be implemented with effect from 22 September 2025.” That sentence governs timing. It says nothing about builder liquidity.
For goods, Ministry of Finance FAQs identify Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the superseding notification. If you need a specific classification or rate, cite that notification rather than a general summary of the reform.
Construction inputs: the rate cuts
The Press Information Bureau (PIB), Government of India, published a 2025 backgrounder on the reforms. It records the following reductions for items that feed into construction:

Confirm the exact product or service classification in the applicable notification before using any of these rates in a transaction-specific calculation.
Cement carries the most weight in the official narrative. The PIB backgrounder, citing its housing and construction policy material, puts cement at 15–20% of total building costs and nearly 11% of overall construction costs. These are shares from that official material. They are not a standard bill of materials, and a project built mainly with bought-in steel, ready-mix concrete, or site labour will look different from one that relies heavily on bagged cement.
A lower input rate reduces the tax paid at the point of purchase. Whether that reduction lowers a builder’s cash requirement depends on four things:

- Pass-through: whether suppliers actually cut prices by the tax reduction. The reviewed official sources do not establish full pass-through.
- Credit recoverability: whether the input tax on that purchase can be set off against output tax. For residential construction it often cannot, as explained below.
- Purchase mix: the share of changed items in total project spend.
- Contract terms: whether the builder can pass a lower cost to the client, or whether the benefit stays with the client under a fixed-price arrangement.
The 90% provisional refund for inverted-duty cases
An inverted-duty situation arises when tax on inputs is higher than tax on outputs. The resulting input credit builds up, and the builder waits for a refund. The Council’s press release describes a provisional refund equal to 90% of the refund claimed in such cases. Eligible claims are identified by the system and go through risk evaluation. The Council said this would be operational from 1 November 2025, while the necessary legislative amendments were still pending.

The provisional refund can shorten the period during which eligible funds stay tied up, but it does not mean:
- every builder qualifies for the refund;
- every claim is paid at 90%; or
- every claim is paid immediately.
The official material describes the mechanism as operating while amendments were pending. The sources reviewed do not confirm the final legislative position, so confirm that before building it into a cash-flow forecast.

Residential construction: rates and credit are separate questions
Lower input rates do not settle the question of whether a builder can claim credit on what it buys. For residential construction, the rate on the sale and the ITC position are set by different rules.
The CBIC construction-services table lists specified residential apartment construction at 1% for affordable apartments and 5% for other apartments. These entries generally carry no ordinary ITC. GST Council material from its 55th meeting describes the change as a move from 8% with ITC to 1% without ITC for affordable housing, and from 12% with ITC to 5% without ITC for other residential apartments.

A lower outward rate with no ordinary ITC is mainly a pricing and margin question. It is not a refund question. Builders should not assume that cheaper cement automatically produces a refundable credit on the project.

The 80% registered-supplier condition
The CBIC table also sets an 80% registered-supplier procurement condition for covered construction supplies. Where a builder falls short, reverse-charge tax applies to the specified shortfall. Cement received from an unregistered person is treated separately. This is a scoped rule within the relevant construction-service entries. It does not apply to every builder or every project, so check the current notification and the project’s category before relying on it.
Section 17(5) still limits credit
The Council’s 55th-meeting material explains that section 17(5) of the CGST Act restricts ITC on specified construction of immovable property, subject to statutory distinctions and exceptions. Those restrictions run separately from the rate entries. A builder cannot treat a lower input rate on cement as evidence that its credit is available.

What the evidence does not show
The headline word “could” is an inference from the mechanisms above. The official sources reviewed do not support a stronger claim:
- No official source measures how much builder working capital changed after 22 September 2025.
- No official source documents full pass-through of input-tax cuts into the prices builders pay.
- No named official made a quotable statement on GST 2.0 and builder liquidity that could be attributed here.
A practical checklist for builders and project finance teams
- List purchases by item, supplier, and supplier registration status, so the 80% condition and reverse-charge exposure can be measured.
- Match each changed item to the rate in the applicable notification, not to a summary.
- Decide whether each project falls under a specified residential entry or another classification before modelling tax.
- Review contracts for tax-change clauses and identify who keeps the benefit of a lower rate.
- Track accumulated input credit and forecast refund timing separately from the 90% provisional release.
- Confirm the legislative status of the provisional refund before counting it as available cash.
Used this way, GST 2.0 is a set of conditional cash-flow levers rather than a blanket release of working capital.
