What counts as turning a pledge into production?
A cement project passes through distinct stages: an investment announcement, an agreement or application, rehabilitation or construction, commissioning, and sustained operation. A pledge or target is not proof that equipment has been installed, a plant has started production, or it is producing at its stated capacity.
It also matters what a project makes. Kilns produce clinker, an intermediate material; grinding mills process clinker into finished cement. A mill can increase cement produced inside Syria while relying on clinker made elsewhere. White cement is a different product from ordinary cement and should not be added to other capacity figures without qualification.
Which projects have moved beyond announcements?

These reports describe different stages and products, so their figures cannot be added into a reliable estimate of current national cement output.

What are the major future capacity targets?
Hama: a large plan measured in clinker
A memorandum involving Iraq’s Vertex Group provides for upgrading Hama’s third line from 3,300 to 5,000 tonnes of clinker per day within 13 months, alongside a planned new line rated at 6,000 tonnes per day. The report gives an approximate total plant target of 11,000 tonnes daily over five years. These are announced milestones, not confirmed completed capacity; the daily line figures refer to clinker, not finished cement. SANA, October 2, 2025, updated December 30, 2025

Al-Badia: expansion and a second line
SANA reported in July 2025 that Al-Badia Cement Company announced investment exceeding US$200 million to expand grinding and packaging lines and begin construction of a second production line. The company’s reported target is capacity above five million tonnes per year after expansion. Saudi-linked announcements: pledge totals, not factory completions
Syria’s official news agency reported that Saudi Investment Minister Khalid Al-Falih announced more than three cement factories and investment exceeding SAR 11 billion. The Associated Press separately described three planned cement factories among 47 Saudi-Syrian agreements worth more than US$6 billion. What could prevent pledges becoming sustained output?
OMRAN identified fuel-oil supply for kiln operations as a challenge. Its December 2025 investment-map report said investors planned to use coal temporarily for one year and import clinker from Saudi Arabia, Turkey, and Iraq to maintain market availability. Those measures may help keep mills supplied, but imported clinker does not demonstrate that domestic kilns have recovered.
Reports also identify idle or obsolete assets, equipment repair and maintenance, workforce skills, environmental performance, safety, and industrial security as issues projects are intended to address. They describe planned support and standards, not measured compliance or verified improvements. A Saudi cement cooperation agreement included training, technical transfer, repairs, maintenance support, and supervision of cement types not locally available; OMRAN’s regional partnerships also included workforce training. The most concrete completed milestone in the cited accounts is the reported inauguration of Al-Fayha Northern in July 2025, with issuer-stated capacity of 150,000 tonnes of white cement annually. That is one plant and one product category; it does not answer how much cement Syria as a whole produces.
