The GST Council has recommended exempting GST on storage and warehousing services for agricultural seeds meant for sowing, according to a Business Standard report dated October 8, 2026. The recommendation concerns the service of holding seed, not the sale of seed itself. As of October 9, 2026, no official notification or Council release confirming final wording or a start date has been identified, so the change should be treated as a proposal until it appears in a notified amendment.
What the recommendation covers
The reported recommendation has three parts that readers should keep separate:
- The service: storage and warehousing of agricultural seed that is meant for sowing.
- The goods: seed meant for sowing. The report describes the seed as graded, treated and packed before it reaches a farmer.
- The legal route: the report says the change would be made by amending Entry 24B of Notification No. 12/2017.
The headline can be misread as an exemption on the seed itself. The report does not describe that. It describes an exemption on the storage and warehousing service that is used for seed.
What the recommendation does not establish
The table below separates what the report states from what remains unconfirmed. Where the report is silent, the cell says so.

Why the processing test matters
According to the report, the existing storage and warehousing exemption for agricultural produce applies only to produce that has undergone processing ordinarily carried out by a cultivator or producer. Sowing seed that has been graded, treated and packed goes beyond that level of processing, and on that reasoning it fell outside the entry.
The reported change would move the test away from how far goods have been processed and toward what the goods are. The report attributes this reasoning to unnamed officials, so it should be read as the government side’s explanation of the proposal rather than as a named statement or final legal text. The report also says that the cost of holding seed would no longer enter the price at which seed reaches the cultivator. No figure is given for how much that would lower prices, so no price reduction should be assumed.

Background that does not confirm the 2026 change
Older official material is useful for context but does not verify this proposal:
- The Press Information Bureau’s FAQ on decisions of the 56th GST Council, published by the Ministry of Finance on September 18, 2025, covers earlier Council decisions.
- Notification No. 10/2025-Central Tax (Rate) is the notification that lists goods exempted from CGST. It is a goods notification and does not itself confirm a service exemption for seed storage.
- The GST Council’s recommendations from its 56th meeting, held in September 2025, are the earlier Council record to compare against any later notification.
What to check before relying on the change
- Wait for a notified amendment to Entry 24B of Notification No. 12/2017, issued through the CBIC’s notifications listing, and read its exact wording.
- Check the effective date stated in the notification, since a Council recommendation does not take effect on its own.
- Confirm whether the seed in question is “meant for sowing” as the final text defines it, and whether it meets the seeds law meaning the report refers to.
- Until a notification is issued, keep applying the treatment that currently governs your invoices and records, and check any change with a qualified tax adviser.
Who may be affected
- Farmers and cultivators buying seed: the reported change concerns storage and warehousing, so it should not be read as a direct change to the price of seed at the point of sale.
- Seed companies and seed storage operators: the change would matter for how storage and warehousing charges are treated, but only after notified wording is in place.
- Warehouse and cold-storage providers: the report’s processing test is the point to review, since seed would move from outside the existing entry to within the reported change.
The practical takeaway is narrow: the reported recommendation affects the tax treatment of storing seed meant for sowing, and it becomes usable only when a notification confirms the text and start date.
