Tokenized markets could make financial stress spread faster—not because tokenization has been shown to cause a systemic crisis, but because automated settlement, redemptions and margin calls can leave less time to respond while tightening links between institutions. The IMF’s warning is conditional: the risks depend on how these markets are designed, funded and governed.
What the IMF means by tokenization
The IMF defines tokenization as “the representation of financial assets and liabilities on programmable digital ledgers.” Its April 2026 note, Tokenized Finance, says the most consequential change is taking place in regulated finance, including banks, asset managers and financial market infrastructures—not just in crypto markets.
Programmable ledgers can support features such as atomic settlement, continuous liquidity management and compliance rules built into workflows. Atomic settlement links the delivery of an asset and its payment so they occur together. These features may make some processes more efficient, but they also change when financial obligations come due and how quickly stress can travel.
How tokenization could amplify financial stress
The IMF’s concern is about potential channels, not proof that tokenized markets have already triggered a systemic crisis. Its 2025 note warns that tokenization could amplify shocks if it encourages greater interconnectedness, thinner liquidity buffers or higher leverage.

Automation can compress the time to respond
Automated settlement, redemptions and margining may reduce delays in ordinary conditions. During a market shock, the same automation can execute rapidly, leaving institutions less time to assess a problem, find funding or coordinate a response. The IMF’s October 2025 Global Financial Stability Report discusses how automated redemptions and margin calls can accelerate stress in already strained markets.
Continuous activity can make liquidity needs more immediate
Moving from periodic settlement and end-of-day processes toward continuous activity can shift when cash or collateral is needed. Faster settlement does not eliminate the need to fund a transaction or meet a margin call; it can make the deadline arrive sooner. A firm that cannot raise cash or eligible collateral in time may have to sell assets into a falling market, adding pressure for others.

More connections, leverage or thinner buffers can magnify shocks
If institutions become more tightly linked through tokenized platforms, a disruption at one participant or infrastructure provider may reach more counterparties quickly. Greater leverage can magnify losses, while smaller liquidity buffers leave less capacity to absorb them. These are conditional risks: tokenization does not automatically cause institutions to take on more leverage or hold less liquidity.
Code and contractual links can automate a failure
Smart contracts can carry out agreed actions automatically, but faulty code or operational failures can affect the processes that depend on them. Linked contingent contracts may transmit the consequences of a failure across connected transactions. Automation can make a problem propagate before people can diagnose it or intervene.

Concentration and fragmentation can coexist
Shared infrastructure may make it easier for firms to transact, but dependence on a smaller number of platforms can concentrate operational risk: an outage or failure could affect many participants. At the same time, incompatible ledgers may split activity across separate systems, fragmenting markets and liquidity. In other words, a market can depend heavily on a few shared platforms while still being divided among platforms that do not work smoothly together.
Cross-border flows may complicate policy
Tokenized assets and money that move rapidly across borders could make it harder for authorities to manage capital flows and monetary policy. The IMF highlights this concern particularly if global stablecoins become widely used. The possible policy challenge is not limited to the technology: it concerns how quickly value can move across jurisdictions and how national rules interact.

What safeguards the IMF says matter
The IMF identifies policy and institutional foundations that can help address these risks. They are priorities for design and oversight, not guarantees that tokenized finance will be safe.
- Clear policy frameworks and legal certainty: Participants need clarity about applicable rules, rights and obligations, including what happens when a platform or transaction fails.
- Safe settlement assets: The asset used to complete settlement matters. Its reliability can affect whether a transaction remains sound when markets are under pressure.
- Robust governance of code: Clear responsibility for developing, reviewing and maintaining code can help address faulty-code and operational risks.
- Interoperability: Systems that can work together may reduce market fragmentation, while still requiring careful management of cross-platform dependencies.
- International coordination: Cooperation among authorities can help address cross-border activity and policy challenges.
- Liquidity backstops: Arrangements to provide liquidity can matter when obligations fall due faster than participants can obtain cash or collateral through ordinary markets.
Tobias Adrian, author of the IMF’s April 2, 2026 note Tokenized Finance, put the warning this way: “Absent appropriate policy and institutional anchors, tokenization risks amplifying financial instability through speed, concentration, and fragmentation.”
