What Environmental Risks Should Communities Near a Proposed Oil Refinery Understand?

Refinery-sector risks include benzene and other air toxics, VOC emissions, and releases tied to equipment and operations. A proposal’s local effects require project-specific permits, monitoring, baseline data, and emergency plans.

Communities near a proposed oil refinery should look closely at air toxics such as benzene, volatile organic compounds (VOCs), routine and abnormal emissions, and the project’s plans for monitoring and emergency response. These are known refinery-sector concerns—not findings that a particular proposal will cause harm or violate its permits. Local effects depend on the facility’s design and controls, its permits, nearby pollution sources, baseline conditions, and how it operates.

Which environmental risks deserve attention?

Refinery operations can involve emissions from process equipment, flares, pressure-relief devices, storage tanks, wastewater systems, and other sources. EPA rules address controls for several of these operations, while EPA enforcement and settlement materials document examples involving leaks, wastewater, and equipment or operating issues. Those records show why both routine controls and compliance history matter; they do not establish that a proposed refinery will have the same problems.

Hazardous air pollutants, including benzene Some refinery emissions include pollutants that can pose health concerns when people are exposed. EPA identifies benzene as a human carcinogen and describes short-term irritation and chronic effects from inhalation. That hazard classification does not quantify risk at a particular location; concentration, exposure duration, and site conditions matter. VOCs and ground-level ozone VOCs can react in the atmosphere with nitrogen oxides to form ground-level ozone, a component of smog. EPA’s January 17, 2025 settlement summary describes this relationship. The size of a proposed facility’s contribution requires local emissions and air-quality analysis.
Flares, leaks, storage, and wastewater Emissions and releases may arise during ordinary operations as well as from abnormal conditions or equipment problems. EPA’s refinery rule addresses controls for flares, pressure-relief devices, storage tanks, and delayed coker operations. Enforcement and settlement records provide examples of other operational issues, not a prediction about a new plant.
Water, soil, ecosystems, noise, and traffic These are potential project-specific areas for assessment alongside air pollution. The EPA materials cited here do not establish impacts for a particular project in these areas. Local environmental review, permits, baseline data, and project plans are needed.

It helps to keep four stages distinct: what a facility emits, what monitoring detects in air, what an individual actually inhales, and the health risk associated with that exposure. A measurement at one stage does not automatically establish the next.

What does benzene fenceline monitoring tell residents?

EPA’s refinery fenceline program uses passive diffusion tubes placed along facility boundaries. Two-week samples are used to calculate a concentration difference, and results are evaluated as a rolling annual average. EPA’s live guidance, accessed October 7, 2026, describes an annual-average benzene concentration-difference action level of 9 micrograms per cubic meter (µg/m³). This is not an ambient-air standard, a measurement of a resident’s personal exposure, or proof of a health effect. Crossing the action level requires root-cause analysis and corrective action; it is not, by itself, a violation.

Fenceline samples can reflect benzene from roads, ports, neighboring facilities, and other sources, not only the refinery. The dashboard is not designed to monitor emergency releases. Residents should therefore interpret fenceline results alongside community air data, facility permits, emissions information, and local context rather than treating a single reading as a direct measure of personal risk.

What do EPA’s refinery-wide estimates mean?

EPA’s September 29, 2015 refinery-rule announcement projected annual reductions of 5,200 tons of toxic air pollutants and 50,000 tons of VOCs when the rule was fully implemented. In a 2015 community fact sheet, EPA estimated that the rule’s emission reductions would mean more than 1.4 million fewer people exposed to refinery cancer risks greater than 1-in-1 million. These are historical, modeled estimates of the rule’s population-level effects—not forecasts for a new refinery, estimates of an individual resident’s risk, or measurements of conditions around a particular proposal.

What documents can show the likely local effects?

A project-specific assessment requires the proposal and local evidence. Look for documents that explain expected emissions, controls, nearby populations and pollution sources, and how the facility would be monitored and regulated. If the project offers alternative sites, processes, feedstocks, or control technologies, compare them using the same criteria rather than assuming all options have equivalent effects.

  • Environmental review and air-permit applications: Identify which pollutants and operating scenarios are assessed, the assumptions behind emissions estimates, and the proposed permit limits and controls.
  • Emissions estimates: Ask whether estimates cover normal operations as well as startup, shutdown, malfunctions, and flare conditions. Check which hazardous air pollutants and VOCs are included.
  • Control and verification plans: Review proposed leak detection, flare and storage controls, wastewater treatment, inspections, and how compliance will be verified.
  • Monitoring plans: Find out where monitors will be placed, what they will measure, how often results will be published, and how analysts will distinguish refinery emissions from other sources.
  • Baseline and cumulative-impact information: Look for existing air, water, and soil conditions and an assessment of exposure from other nearby sources, not just the proposed facility in isolation.
  • Enforcement and corrective-action records: Check the history relevant to the facility or operator and what process will apply to investigate and correct problems once the plant operates.
  • Emergency planning: Review which release scenarios are addressed, how warnings would reach residents, and which agencies coordinate response.

These are questions for reviewing a proposal and participating in public processes; they do not imply that a specific risk or violation exists.

What remains unknown without a specific proposal?

The project’s location, permit applications, environmental review, and local monitoring record are necessary to assess local consequences. Without them, available sector-level information cannot determine how a proposed refinery would affect nearby residents or resolve project-specific questions about water, soil, ecological effects, noise, traffic, cumulative exposure, or emergency risks. EPA’s monitoring guidance, compliance records, and permit conditions can change, so residents examining a particular proposal should consult current records for that facility.
