How to Evaluate Vietnam for AI Hardware Manufacturing

Vietnam merits consideration for selected AI hardware activities, but national targets and investment figures cannot establish a candidate site’s readiness. Verify utilities, talent, suppliers, logistics, incentives, and schedules against the process you plan to run.

Vietnam merits consideration for selected AI hardware activities, particularly electronics production, chip design, and semiconductor assembly, testing, and packaging (ATP). It is not yet possible to infer that a country-level semiconductor strategy or investment figure makes any particular factory site ready. Evaluate the exact process, then verify utilities, workforce, suppliers, logistics, incentives, and execution timelines at each candidate location.

Start by defining the manufacturing activity

“AI hardware manufacturing” can mean several very different operations. A location suitable for assembling boards or servers is not automatically suitable for packaging chips, and neither proves that it can support wafer fabrication. Each activity has its own requirements for equipment, utilities, skills, suppliers, logistics, and customer qualification.

Chip design and R&D Access to semiconductor engineers, research partners, design tools and services, and customer or ecosystem connections.
Wafer fabrication Whether the specific site can support the facility’s process, utilities, technical workforce, suppliers, environmental requirements, and commissioning schedule.
Assembly, testing, and packaging (ATP) Availability of qualified technical staff, process and equipment support, reliable utilities, component flows, and customer qualification pathways.
Printed circuit board, server, or other electronics assembly Supplier access, production labor, logistics, power, quality systems, and the ability to meet customer requirements.
Power, cooling, and supporting components Relevant component suppliers, engineering and production skills, utility capacity, and routes to customers and other production sites.

Vietnam’s semiconductor strategy explicitly includes specialized chips for AI and the Internet of Things (IoT), alongside development of the broader semiconductor and electronics ecosystem. The World Bank’s 2025 review describes first-phase goals for 2024–2030 that span research, design, fabrication, and ATP. These are policy priorities and staged ambitions, not evidence that every activity is already available at commercial scale.

Read national ecosystem figures as signals, not a site-readiness score

A March 30, 2026 Government of Vietnam update reported more than 50 chip-design companies, about 7,000 semiconductor engineers, and semiconductor foreign direct investment exceeding US$14.2 billion across 241 projects. It also reported more than 166 universities with related technology and engineering programs and around 134,000 annual incoming students in engineering fields. These are national indicators; they do not establish the number of qualified people or operating suppliers available to a particular project or park. The reported investment total is not a measure of completed, currently operating capacity.

The same government update said Vietnam’s first high-tech semiconductor fabrication plant broke ground on January 16, 2026. That is an execution milestone, not proof of mature high-volume or leading-edge commercial fabrication capability.

A separate February 11, 2026 Ministry of Science and Technology article reported more than US$132 billion in hardware exports in 2024. The ministry’s figure is for the broad hardware category, not semiconductor-only exports, so it should not be used as a measure of Vietnam’s semiconductor export base.

Check utilities and infrastructure at the parcel level

For a manufacturing investment, national policy and industrial-park marketing materials are not substitutes for documented utility capacity at the proposed parcel. Vietnam’s March 2026 government update identified electricity, water, renewable energy, research facilities, and laboratories as areas needing further investment. It also called for coordinated preparation of land, utilities, talent, housing, and labs.

Ask the park operator and relevant utilities for written, site-specific evidence covering:

  • Available electrical capacity, expected connection date, power quality, outage history, and redundancy options.
  • Water supply, treatment capacity, wastewater discharge conditions, and expansion headroom.
  • Land availability, permitting dependencies, construction access, and the schedule for each required connection.
  • For projects with energy or emissions commitments, whether the proposed energy sourcing and environmental arrangements can meet customer requirements.

Compare the evidence with the facility’s actual process and planned expansion, rather than relying on a national target or a general statement about the park. An attractive announced schedule is not equivalent to a confirmed connection date.

Test the workforce pipeline against the roles you must fill

Vietnam’s national workforce program targets at least 50,000 university-level semiconductor personnel by 2030. That is a training goal, not a count of workers currently available to a new factory. The Ministry of Science and Technology says training institutions are expanding, while practical skills, training quality, and links to the industry remain challenges.

Build a hiring plan by role and shift, then ask local institutions, employers, and training partners for evidence of relevant graduates and experienced hires. Include process and equipment engineers, technicians, quality and reliability staff, ATP specialists where needed, environmental health and safety (EHS) staff, and production supervisors. Check language needs, retention, supplier training, and the time required to bring new hires to competency. Broad university enrollment figures cannot answer those project-specific questions.

Model incentives only after confirming the project qualifies

Vietnam’s 2025 Law on Investment includes qualifying semiconductor chip design, manufacturing, packaging, and testing projects among the categories that may receive special investment incentives and support. The law describes possible support such as infrastructure, workforce training, credit, premises, technology transfer, market development, research and development, and green transition. Eligibility and terms are conditional; they depend on implementing rules and project-specific circumstances, including investment scale and disbursement timelines.

Do not build a financial model around a blanket tax rate or assume that support is automatic. Confirm the project’s eligibility, timing, registration status, location, applicable tax and land provisions, and the precise conditions for any proposed support with qualified legal and tax advisers. Treat incentive value as unconfirmed until those checks are complete.

Compare candidate sites using the same evidence request

National sources identify relevant evaluation dimensions but do not rank named industrial parks or establish comparative site costs. Send each candidate the same request and score only evidence that applies to the proposed operation.

  1. Utilities: Request capacity, reliability records, connection dates, redundancy, water and wastewater details, and expansion options.
  2. Land and permits: Confirm the parcel, applicable approvals, dependencies, and a documented schedule to construction and operation.
  3. People and training: Test availability by occupation, experience level, and shift; identify training partners and time-to-competency assumptions.
  4. Suppliers and repair: Map the relevant local supplier base, equipment servicing, spare parts, and the production links the facility will depend on.
  5. Logistics: Assess routes to ports, airports, customers, suppliers, and other production nodes against the actual inbound and outbound flows.
  6. Environmental and resilience requirements: Verify wastewater and other compliance conditions, and assess exposure to supply-chain disruption.
  7. Incentives and schedule: Obtain project-specific eligibility advice and test whether construction, utility connections, hiring, and commissioning can meet the business plan.

For a finance decision, carry unresolved site assumptions into the model as risks, not as confirmed benefits. A delay in utilities, hiring, approvals, or customer qualification can affect when a facility can operate; an incentive that has not been verified should not be treated as secured value. National sources do not provide independently audited site-level utility capacity, comparable industrial-park costs, actual hiring availability by job, or project-specific incentive determinations. Obtain site records and professional engineering, legal, and tax diligence before committing capital.

What Vietnam’s targets do—and do not—show

The World Bank’s 2025 review summarizes first-phase strategy targets for 2024–2030: 100 semiconductor design firms, one small-scale fabrication plant, 10 ATP factories, and semiconductor-industry revenue above US$25 billion. These are targets, not current achievements or guarantees of a project’s suppliers, workforce, or operating environment.

The practical conclusion is activity-specific: Vietnam’s strategy, electronics base, reported investment, and incentive framework make it worth evaluating for selected AI hardware activities. Whether it is a good location for a particular factory depends on demonstrated readiness at the site and on the project’s process, workforce, customer, and financial requirements.
