Senator Lindsey Graham made the “crush your economy” warning on the U.S. Senate floor on July 16, 2025, addressing China, India and Brazil over their purchases of Russian oil. He argued that buying the oil helped fund Russia’s war effort in Ukraine. The remark was a warning, not itself an enacted tariff. Later legislation became law in 2026, but the White House announcement does not say that the specific 100 percent tariffs discussed in 2025 were imposed on those countries.

What Graham said about Russian oil buyers

During Senate debate on July 16, 2025, Graham said his effort with Senator Richard Blumenthal was aimed at ending purchases of Russian oil by China, India and Brazil. The official Congressional Record gives his stated purpose: “It is to break China, India, and Brazil from buying Russian oil to prop up Putin’s war machine.”

He then warned: “—if you keep buying his cheap oil, which is blood money, we are going to crush your economy.” The line was political pressure directed at continued purchases; it was not a notice that tariffs had already taken effect.

How the warning related to a proposed tariff

A contemporary Indian Express report, published July 21 and updated July 22, 2025, connected Graham’s warning to a proposal for a 100 percent tariff on China, India and Brazil for buying Russian oil. The outlet attributed to Graham the claim that the three countries accounted for “around 80 per cent of Russia’s crude exports.” That figure is Graham’s reported claim, not independently verified data established by the cited sources.

The distinction matters: a senator’s proposal and a news report about a planned tariff do not demonstrate that a tariff was enacted or applied. The Congressional Record also notes that Amendment No. 2898 was rejected by a 49–50 vote. That vote appears in the same proceedings as Graham’s speech, but the record does not identify that amendment as the source of a country-specific tariff regime.

What the 2026 law does—and does not establish

On September 18, 2026, the White House announced that President Donald Trump signed H.R. 5334, the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, into law. Its signing announcement describes the law broadly as authorizing and expanding statutory sanctions, tariffs and prohibitions on Russia, while extending existing sanctions on Iran.

That announcement confirms the law’s enactment, but it does not confirm that 100 percent tariffs were imposed on India, China or Brazil. It also does not provide country-specific rates, determinations, exemptions or implementation details. The 2025 proposal and the 2026 law are separate policy stages; the available announcement is not evidence of the proposal’s specific implementation.
