The reporting on Trump’s December 8, 2025 White House farm meeting does not establish that a rice-specific tariff on Indian rice was imposed afterward. What it records is a presidential statement that he would “take care” of what farmers called dumping of Indian rice, a question about whether India had a rice tariff exemption, and an answer that trade-deal talks were still underway. Whether a duty was later applied, and at what rate, is a separate question that the reporting and the official data cited below do not settle.
What Trump said at the meeting
The remarks came at a December 8, 2025 White House meeting with Agriculture Secretary Brooke Rollins, lawmakers from farm states and farmers. Farmers said lower-priced imports were making it harder for U.S. products to compete, and some blamed imports from countries including India and Thailand for falling prices.
According to The Indian Express, Trump said he would “take care” of the alleged dumping of Indian rice. He asked Treasury Secretary Scott Bessent why India was allowed to do so and whether India had a rice tariff exemption. Bessent’s answer, as reported, was that trade-deal talks were still underway.
The quote itself appears in two slightly different versions. Scroll.in renders it as “They should not be dumping [rice]… They cannot do that.” The Indian Express gives “They should not be dumping (rice)…They cannot do that.” The bracketed or parenthetical word is the outlet’s insertion, not a separate remark. Both outlets published on December 9, 2025.

The headline phrase “India can’t dump rice” is a paraphrase by the publication, not a verbatim quote from Trump.
Did a tariff follow?
A threat and a completed trade action are different things, and the reporting only supports the first. The coverage describes a warning or possibility of tariffs. It does not show that a new rice-specific tariff was formally imposed after the remarks.
The exact rice tariff in effect today, including any product-level exceptions, is not established by the sources reviewed here. Do not read the December remarks as a policy change. Confirm the current duty using the steps below.

What the farmers alleged, and who is making the claim
The “dumping” language comes from farmers and, in the reporting, from Trump’s echo of their complaints. It is an allegation. The cited material does not contain a formal legal determination that India dumped rice in the U.S. market. A dumping finding would come through a formal trade-remedy process, which has not been identified in the reporting for rice from India.

The USA Rice Federation, a rice industry group, sent a letter to the U.S. Trade Representative dated April 20, 2026. In it, the group alleged that India’s domestic support for rice was 86% of market value in 2023/24. That is the group’s advocacy claim. It is not a neutral measurement and has not been independently verified in the sources reviewed here.
What the official numbers show
The most recent official forecast for the total volume of U.S. rice imports comes from USDA’s Economic Research Service, in its Rice Outlook dated September 18, 2026. The key figures are below. Note that the import figure covers all origins, not India alone.

The USITC’s 2025 report, Rice: Global Competitiveness and Impacts on Trade and the U.S. Industry, gives historical context on India’s export policy. It says India reversed its most recent export ban in September 2024, removed export taxes on rice, and set a floor price for nonaromatic rice exports. The report is not a source for current U.S. tariff treatment.
The reporting and these reports do not quantify how much Indian imports push down U.S. farm prices. Any statement that Indian rice caused a specific price drop is an inference that the cited evidence does not support.
How to check the current duty and origin data yourself
- Open USITC DataWeb. It provides official U.S. import and export statistics and tariff data, and it included data through July 2026 as of the latest reference in the sources. Revisions to 2023 to 2025 records were added June 20, 2026.
- Locate rice in the tariff schedule. Rice falls under heading 1006 of the Harmonized Tariff Schedule. Select the specific statistical line that matches the product, such as milled, brown, or broken rice, because duty treatment can differ by line.
- Filter by partner country. Set the partner to India to see origin-specific import values and volumes for the period you need. Compare with all-origin totals to find India’s share.
- Cross-check with USDA’s FATUS tables. The Foreign Agricultural Trade of the United States tables are updated monthly. The page was last updated September 8, 2026, and the next update was scheduled for October 9, 2026.
- Check for any additional trade-remedy measure. A duty on top of the standard tariff would appear as a separate order. The reporting cited here identifies no such order for rice from India, so verify before assuming one exists.
What is and is not established
- Established: Trump made the remarks at the December 8, 2025 meeting, including a question about an exemption for Indian rice.

A farmer’s complaint about falling prices does not show that imports caused the fall, and a tariff would affect consumer prices only if it changed the landed cost of the product. Each claim needs its own evidence, and the reporting provides evidence for the complaint and the political statement, not for the size of either effect.

For readers following the story over time, the most reliable indicators are a formal tariff action published through official channels, and the monthly USDA and USITC trade data. Political statements, even on the record, are the least reliable guide to what duties apply on a given day.
The sources cited here date from December 2025 to October 2026. Tariff policy and monthly trade figures can change after those dates, so check the current status before relying on any present-tense claim.
