Hollywood Burbank Airport’s control tower had no controllers on duty for several hours on October 6, 2025, during the federal government shutdown. The Federal Aviation Administration (FAA) imposed a ground delay, with contemporaneous reports putting average delays at about two and a half hours. The event is historical; these reports do not establish current airport or flight conditions.
What happened at Burbank Airport on October 6, 2025?
FOX 11 reported that no controllers were on duty in the Hollywood Burbank Airport tower from 4:15 p.m. to 10 p.m. The Associated Press later quoted a tower radio message: “The tower is closed due to staffing.” FOX 11’s October 6 report also said the FAA was working to bring in staff.
Although the tower was unstaffed, reporting said air traffic coordination continued through Southern California TRACON, the regional facility that manages flights in the area. CBS Los Angeles reported that pilots were asked to contact SoCal Approach for coordination and departure clearance. These accounts describe a staffing-related tower closure, not a total halt to airport operations.
How long were delays, and what did the reported counts show?
The FAA issued a ground-delay period from 4 p.m. to 9:59 p.m., according to CBS Los Angeles. The FAA’s estimated average delay for that period was approximately 151 minutes. FOX 11 separately reported that the FAA website showed average delays of about two hours and 30 minutes around 5 p.m. These were estimates reported during the event, not final delay totals.

As of 7 p.m. on October 6, CBS reported 25 arrival delays, 17 departure delays, seven arrival cancellations, and five departure cancellations. Those figures are a time-specific snapshot, not the final number of affected flights.
What role did the government shutdown play?
The lapse in federal appropriations ran from October 1 through November 12, 2025, according to a House aviation subcommittee hearing transcript. Air traffic control continued as a necessary function, while more than 33,000 FAA employees were required to work without compensation during the shutdown.

Contemporaneous coverage placed the Burbank staffing gap amid the shutdown and broader controller shortages. FOX 11 reported that Transportation Secretary Sean Duffy described a small uptick in controllers calling out sick at some locations. The available reporting does not establish that every Burbank absence was individually caused by the shutdown, or explain each absent controller’s motive.
California Gov. Gavin Newsom wrote, “Burbank Airport has ZERO air traffic controllers from 4:15pm to 10pm today because of YOUR government shutdown,” as reproduced by FOX 11. That was Newsom’s characterization of the event, not an independent FAA finding about the reason for each absence. An FAA spokesperson told CBS: “There have been increased staffing shortages across the system. When that happens, the FAA slows traffic into some airports to ensure safe operations.”

What should travelers do if they see this report?
Because the incident occurred in 2025, it should not be treated as a live alert. If you are traveling now, check your flight directly with your airline and consult current FAA flight-status information; neither the historical delay estimates nor the airport authority’s document page establishes present conditions. The Hollywood Burbank Airport Authority meeting-documents page is for authority documents, not real-time flight status.
