Washington Women’s $18,400 Pay Gap: What Activate 3.8 Is Trying to Change

Washington’s $18,400 wage-gap figure reflects 2022 earnings, not today’s gap. Here’s what later estimates say and what Activate 3.8 set out to change.

The often-cited $18,400 figure is a historical estimate based on Washington earnings in 2022—not a current, fixed annual gap. The Washington State Women’s Commission launched Activate 3.8 in June 2024 to raise awareness and develop solutions, but the available reports do not show that the campaign has closed the gap.

What does the $18,400 figure measure?

The Washington State Women’s Commission announced the figure in 2024, attributing it to analysis by the National Partnership for Women and Families using U.S. Census Bureau data. It refers to earnings in 2022 and describes how much less women in Washington earned per year than men under that analysis. It is not a measure of what every woman earns or loses, and the Commission’s announcement does not provide enough methodological detail to establish a margin of error or a causal explanation. GeekWire’s report on the announcement uses the same headline figure.

Later Commission estimates are different. The Commission reported a $17,400 gap for 2023, then a median gap of $18,545 for 2024. In its March 2026 update, it said Washington ranked second behind Utah by total dollars lost. These figures refer to different earnings years and should not be treated as a single stable measure or direct proof that the gap narrowed or widened. The available summaries do not supply the detailed methodology needed to reconcile every difference in measure and comparison. The Washington State Women’s Commission publishes the state’s updates.

What is Activate 3.8?

Activate 3.8 is a statewide campaign launched in June 2024 by the Washington State Women’s Commission. Its name refers to the state’s 3.8 million women. The Commission framed the effort as a way to close the gender wage gap while supporting women’s social well-being and Washington’s economic growth. It brought together elected officials, state agencies, business and labor leaders, and academics to raise awareness and generate possible solutions. What the campaign set out to do

  • Test and scale solutions intended to address the wage gap.
  • Introduce girls to STEM careers, trades, and other occupations that can offer higher pay.
  • Build awareness and convene people and organizations with a role in changing workplace and career outcomes.

Those are stated aims, not evidence of measured impact. The Commission’s available reports do not establish current campaign activities, partner commitments, or outcome measures as of October 8, 2026.

Why the statewide figure does not tell every worker’s story

A statewide women-versus-men estimate summarizes a broad comparison. It does not explain the causes of the difference or show how it varies by occupation, work history, hours, or other factors. The Commission’s 2025 account also reports larger disparities for some groups of women of color, using white, non-Hispanic men as the comparison group. For example, it reported that Latina women’s median earnings in Washington in 2023 were $36,709 below those of white, non-Hispanic men. That is a distinct subgroup comparison, not another estimate of the overall women-versus-men gap. The Commission’s reporting gives the subgroup context.

Commission Executive Director Brittany Gregory cautioned against treating the numbers as a full explanation: “Data alone cannot tell us the complete story. We need a deeper look at what’s driving these shifts and what it will take to create lasting, equitable change.” She made the statement in the Commission’s March 26, 2026 update.

What Washington law does—and does not establish here

Washington’s Equal Pay and Opportunities Act is part of the policy context: the statute recognizes persistent disparities in wages and advancement opportunities, particularly for women and workers in other protected classes. The state Department of Labor & Industries says protections expanded on July 1, 2025. Among the changes, certain noncompliant job postings can be corrected within a window after an employer receives notice. This legal framework is separate from Activate 3.8; the existence of the campaign does not itself establish a legal violation or determine an individual worker’s rights.
