SHEIN’s low prices are partly explained by an on-demand, digitally managed model that can respond quickly to demand and limit exposure to unsold inventory. But a low checkout price is not a complete measure of a garment’s cost: it does not show the item’s full production or lifecycle costs, its expected useful life, or the labor and environmental risks identified in the wider ultra-fast-fashion sector. The evidence does not provide a precise cost breakdown for any individual SHEIN item, and it does not establish that every item or supplier has the same problems.
How SHEIN can sell clothes at low prices
SHEIN says its on-demand business model is supported by a digitalized supply chain and helps reduce excess inventory waste. The OECD describes the wider ultra-fast-fashion model as using real-time demand signals and predictive algorithms to test products in small batches, then place flexible repeat orders through direct-to-consumer online sales. That model can reduce reliance on large production runs based only on forecasts and limit the risk of holding unsold stock.
For ultra-fast fashion generally, the OECD describes production batches typically ranging from 30 to 10,000 units and average lead times of a few days to two weeks. Those are sector-model figures, not a guarantee about every SHEIN product or order. They help explain how speed and inventory management can support low-price retailing, but they do not disclose how much of any particular price reflects manufacturing, shipping, marketing, promotions, taxes, or profit. Why a low sticker price may not be a bargain
A low price matters to a household budget, but it is only one part of what a purchase costs. A garment worn often for a long time may offer better value than a cheaper item that is rarely used or quickly discarded. The European Commission says very low retail prices may fail to reflect production, direct shipping, and a product’s full lifecycle. It also identifies short useful lives, returns, destruction of unsold or returned goods, and waste-management costs as concerns in the low-value import market. These are market-level concerns, not claims about every SHEIN listing. European Commission communication on safe and sustainable e-commerce.
The Commission reported that 4.6 billion low-value items entered the EU in 2024, up from 2.4 billion in 2023. It said 91% of EU e-commerce shipments valued up to €150 came from China in 2024, with the volume rising from 1.9 billion to 4.17 billion. These figures describe the EU market overall; they are not SHEIN sales or shipment totals. The Commission also raises broader concerns about non-compliant products sold through direct-import e-commerce, but the cited material does not establish that all SHEIN products are non-compliant.

What labor and sourcing risks are identified
The OECD says ultra-fast-fashion speed, short deadlines, sudden volume shifts, and aggressive purchasing practices can put suppliers under pressure. Potential consequences include excessive overtime, informal or subcontracted labor, and unsafe conditions. This is a structural risk analysis of the sector, not proof that every SHEIN supplier engages in these practices. KnowTheChain’s 2024 investor briefing says ultra-fast-fashion practices can strain suppliers and exacerbate exploitation risks, including forced-labor risk. Its assessment found SHEIN’s public disclosure significantly short of benchmark leaders. That is an assessment of the company’s public disclosure against a benchmark; it is not a court finding that forced labor has been established throughout SHEIN’s supply chain. What the Belgian OECD case record does—and does not—say
Parliamentarians filed a complaint about SHEIN with the Belgian OECD National Contact Point on December 1, 2023, alleging that the company had not observed OECD Guidelines provisions concerning areas including human rights, employment, the environment, disclosure, and consumer interests. On August 8, 2024, the NCP partially accepted the case for further examination and offered good offices, which both parties accepted. What SHEIN says it is doing
In its June 13, 2025 announcement of its 2024 Sustainability and Social Impact Report, SHEIN said it conducted 4,288 on-site audits of China-based suppliers and subcontractors, covering about 95% of SHEIN-branded product procurement value. The company reported that 47% of audits received A/B grades, compared with 29% in 2023, while 8% received D/E grades, compared with 20% in 2023. It also said 34 supplier and worker grievance cases were raised through its channels in 2024, mostly involving wage and compensation disputes, and that all were investigated and resolved within stipulated timelines.

These are company-reported audit and grievance figures. They describe reported processes and outcomes; they do not independently confirm that all working conditions are acceptable or that problems have been durably resolved. SHEIN also reported that renewable energy supplied 76% of its electricity use in 2024, up from 72% in 2023, and estimated its transport and logistics initiatives reduced emissions by 668,800 metric tons of CO2e. How to judge a SHEIN purchase with your budget in mind
- Estimate cost per likely wear. Divide the price by the number of times you realistically expect to wear the item. This will not capture every lifecycle cost, but it can make the difference between a low price and useful value clearer.
- Check measurements and materials. Compare the garment’s measurements with clothing you already own and read the listed material details before ordering. These checks can help you judge fit and whether you are likely to wear it repeatedly; they do not guarantee quality.
- Account for the full purchase. Consider delivery, possible returns, and whether an item that does not suit you may go unused. The market-level concerns about returns and waste do not mean every order produces those outcomes.
- Separate evidence from assurance. Company-reported audits and initiatives are relevant, but they are not the same as independent confirmation of every supplier’s conditions. Sector-wide risks and an ongoing OECD NCP case should likewise not be treated as proof against every item or supplier.
What the evidence supports
SHEIN’s low prices are consistent with a model built around digital demand response, short production cycles, small batches, and online sales that can reduce exposure to unsold inventory. The bargain is less clear when judged only by the checkout total: independent sources identify meaningful labor and environmental risks in ultra-fast fashion, while SHEIN reports measures intended to address some issues. The available evidence does not reveal a precise per-item cost breakdown or establish a single hidden cost behind every inexpensive garment.
