Why Boeing Has Delayed the 777X Again: Certification, the Engine Issue and the 2027 Date

Boeing still expects the 777-9's first delivery in 2027, but that is a forecast. Certification flight testing, an engine durability issue and other disclosed risks explain why the date keeps moving.

Boeing’s latest schedule statement that can be confirmed puts the first 777-9 delivery in 2027, a date that has moved repeatedly since the program was first targeted for 2020. Boeing has not blamed the newest slip on a single problem. In its July 2026 program update and its second-quarter 2026 results and filing, it points to FAA certification flight testing that is still under way as the main gating item. It also discloses an engine durability issue identified in 2025 that it is working through with its supplier and the FAA, and it lists a wider set of schedule and cost risks. The 2027 date is a company forecast. Regulators decide when certification is complete.

How the schedule got here

The 777X has slipped in steps, and each step came with a different stated reason. The table below lists what Boeing said at each point, with the source for each statement.

The 2020 target is useful as history. It was never a contractual delivery date that Boeing then missed, and it should not be read as a promise the aircraft was due to meet.

Why the schedule keeps moving

Boeing’s filings describe the delay as a combination of open items rather than one failure. Public sources support describing each item as a disclosed issue or risk. They do not establish that any one of them alone caused the latest change.

Certification flight testing is the gating work

The 777-9 must clear a series of FAA-approved phases, which Boeing calls TIAs (test and integration authorizations). Boeing’s June 2026 quarterly filing says the FAA had approved the first four phases of certification flight testing and that approval of the final phases was expected in the second half of 2026. That is Boeing’s expectation. The FAA has not published a date of its own.

The test program is large. As of July 16, 2026, Boeing said the 777-9 test fleet had accumulated more than 4,800 flight hours and roughly 1,700 flights, and that 50% of planned certification testing was complete. These are company-reported figures for that date. No independent regulator estimate of how much testing remains has been published.

The engine durability issue

Boeing’s second-quarter 2026 filing says it identified an engine durability issue in 2025. It says Boeing continued working with its supplier and the FAA to incorporate a solution into the aircraft and certify it. The cited passage does not name the engine supplier, does not say the engine issue alone set the 2027 date, and does not give a repair duration or cost. Readers should treat the engine item as an open, disclosed technical item rather than a measured cause of the delay.

Design changes and changes to aircraft already built

Boeing lists design changes that may emerge from flight-test findings, and separately lists the need to incorporate changes into aircraft that are already complete. Retrofitting finished airplanes adds work after the fact, and it can only be scheduled once the fix is defined and approved.

Supply chain, labor, production rate and customer negotiations

The filing also lists supply-chain shortages, labor instability, production-rate adjustments, and changes to the accounting quantity. It names customer considerations and delivery negotiations as a risk as well. None of these is quantified in the cited passages, so they are best read as conditions that could push dates further rather than explanations for the current 2027 date.

What still has to happen before first delivery

Boeing’s July 2026 update describes the remaining path in general terms. In order, the open items are:

  1. Finish the remaining certification flight-test phases. Boeing says TIA 5 and the ETOPS-focused TIAs are still ahead. ETOPS (extended-range twin-engine operations) approval is needed before the aircraft can fly long overwater routes, so these phases matter for the airline’s first use of the jet.
  2. Win approval to begin ETOPS demonstrations. Boeing said the program was working toward this step, as described by Terry Beezhold, vice president and general manager of the 777-9 program. This paraphrases Boeing’s report and is not a verbatim quote.
  3. Complete the remaining test-aircraft work. Two of the four flight-test airplanes had finished their final layups in preparation for the remaining tests, according to Boeing’s July 2026 update. Two were still to complete that step.
  4. Close the certification deliverables. These are the documents and compliance packages that the FAA reviews before issuing a type certificate and before the first airplane can be delivered.
  5. Certify the engine fix. Boeing’s filing says this work is ongoing with the supplier and the FAA. No date for it is public.

The rest of the 777X family

Boeing’s June 2026 outlook gives different timing for each variant. These are company expectations from that filing, not guaranteed dates.

Keeping these separate matters. A slip on the 777-9 would not automatically define the freighter’s date, and the passenger 777-8 has its own timing.

What the 2025 accounting charge does and does not show

Boeing’s 2025 annual filing records a $4.899 billion incremental reach-forward loss during 2025, tied to revised 777X program estimates. A reach-forward loss is an accounting charge recognized when a program’s expected remaining costs exceed the revenue it expects to earn from it. The charge reflects Boeing’s revised estimate of future costs.

It is not a fine, a penalty paid to customers, or a per-aircraft price. The filing does not allocate it to the engine issue, to certification work, or to any single cause, and it should be read with the year and the accounting term attached.

Who is speaking, and what they said

Mike Sinnett, senior vice president of Product Strategy, Product Development and Development Programs at Boeing Commercial Airplanes, said in Boeing’s July 16, 2026 update:

“Certainty is more important than flow. Two years ago, the path forward wasn’t as clear as we wanted it to be. It is now.”

In the same article, Sinnett also said Boeing expected “much greater clarity on future development programs” and would “lean out our own processes to achieve better schedule clarity as we demonstrate compliance with regulatory requirements.” These are company statements about Boeing’s own program. They describe intent, not a regulator’s view of the schedule.

What is not established

  • No public regulator estimate of remaining certification time has been located. The FAA’s timeline is not stated in the sources reviewed.
  • No public figure isolates the cost or schedule effect of the engine durability issue.
  • The engine supplier is not named in the cited passage.
  • Boeing’s most recent schedule statement that can be confirmed is from its July 2026 update and second-quarter 2026 results. Later Boeing statements may exist, and readers should check Boeing’s investor relations page and its next quarterly filing before relying on the 2027 date.

Signals that would move the date

Readers can judge whether the 2027 target is holding by watching a few concrete events: approval of the remaining TIAs, FAA approval to begin ETOPS demonstrations, certification of the engine fix, and any change to the 2027 wording in Boeing’s quarterly filings. A new reach-forward loss or a change in the accounting quantity in a later filing would also signal that the program’s estimates have been revised again.

Because regulators set the final timing, a 2027 first delivery remains a forecast, and Boeing’s own filings treat it that way.
