Why International Packages Get Delayed and How to Actually Track Them

An international tracking page records scans, not a live map. Here is how to read the events, spot customs requests, and know when to escalate a delayed parcel.

An international tracking page is a log of scans the carrier has recorded, not a live map of your parcel. A shipment can show no new entry while it is still moving, while customs is reviewing it, or while it passes from one postal operator to another. The practical approach is to check the official carrier record, work out whether the latest event means the parcel is moving, waiting on a request, or simply between scans, and then escalate through the merchant or carrier using that service’s own rules.

What a tracking page can and cannot tell you

Tracking shows events that a carrier has scanned or recorded at specific points. It does not show the vehicle, the route, or the parcel’s exact position between those points. That distinction explains most confusion about international shipments.

DHL eCommerce describes most of its shipments as using milestone tracking, which means there can be a gap between one event and the next even while the item keeps moving. Its tracking FAQ puts it plainly: “Your package continues to travel to its destination despite the time between the tracking events.” A quiet page is therefore a reason to check further, not proof that something has failed.

Two other features of tracking data are easy to misread. First, DHL Express states that tracking begins after the item has been scanned and processed, so a pre-shipment or label-created status can appear before the carrier physically has the parcel. Second, a location shown on the page is often a processing hub or service center rather than the delivery address. An unfamiliar city in the middle of a route is normal for an international shipment.

Why international packages get delayed

Delays fall into three broad groups: customs review, transport and local operations, and handoffs between postal systems. They often overlap, and the tracking page rarely tells you which one applies. The event wording and the detailed tracking view are where you can narrow it down.

Customs review

Customs can review an international shipment at more than one point. It can happen while the parcel moves through the carrier’s network, and again after the parcel reaches the destination country. DHL Express describes clearance as a review of the shipment’s contents, declared value, quantity, tariff classification, origin, and shipper and receiver details.

DHL Express lists the following as common reasons clearance slows down. These are potential causes, not a diagnosis of any particular parcel:

  • Incomplete or inaccurate shipping documents, such as a missing commercial invoice or an unclear goods description
  • An incorrect HS (tariff) code
  • An undervalued declared value
  • Failure to follow import or export rules
  • Unpaid duties or taxes
  • Packaging or labeling problems
  • Slow responses to customs or carrier requests

Most of these are controlled by the sender, which is why the shipper’s paperwork matters as much as the carrier’s handling. If you are the sender, the DHL Express guidance calls out a commercial invoice, a complete waybill or shipping label, an accurate description of the goods, the true declared value, the correct tariff code, and accurate contact details. If you are the recipient, you cannot tell from a generic scan whether customs wants something from you. You need the detailed tracking information.

Transport and local operations

DHL eCommerce names weather events, local disruptions such as public holidays, customs processing, and strikes as possible causes of delay. Its FAQ also states that transit time depends on the service and the origin and destination pair. A single delivery estimate is therefore not a fixed promise for every route.

Destination disruption can also suspend a service altogether. USPS’s international alert page, last updated October 2, 2026, listed temporary suspensions caused by transportation unavailability or disruption in specific countries. These lists change. Check the USPS alert page for your destination before assuming a parcel is stuck in the network.

Handoffs between postal operators

International mail often passes from an originating operator to a destination operator. The first carrier’s tracking may stop at the handoff, and the second carrier’s record may start later or use different wording. USPS notes that tracking availability for some international services and destinations is limited, so you should not expect a complete end-to-end scan history for every parcel.

How to track an international parcel

  1. Get the tracking number from the merchant or shipper and enter it on the official website of the named carrier. Avoid aggregator pages as your first stop. A third-party page can be useful for convenience, but it is not the authority for the carrier’s scans.
  2. Read the latest event and its description, not just its headline. Separate a label or pre-shipment status from an acceptance scan. Separate an in-transit milestone from a customs request. USPS defines its own common statuses in its tracking help. DHL Express says that a “Custom status updated” entry refers to destination-side customs activity and can mean more information is needed.
  3. If the feed stops or indicates a handoff, search the same number on the destination carrier’s official tracker. Status availability varies by service and destination, so a missing scan on one site does not mean the other site will have it.
  4. Look for action items. Check for a customs document request, a duty or tax notice, an address problem, a delivery attempt, or a pickup notice. Contact details should come from the official carrier site. Do not use a payment link from an unexpected message.
  5. Compare the page with the delivery window the merchant promised. Delivery times vary by service and route. Check the carrier’s current service alerts before deciding the window has been missed.

How to read common status messages

What the page shows Safe interpretation Next action
Label created or awaiting item Shipping data exists, but the carrier may not yet have the parcel. USPS lists these as preshipment statuses. If no acceptance scan follows, ask the shipper whether the parcel was physically handed over.
No new scan for several days Milestone tracking can have gaps while the parcel is still moving, per DHL eCommerce. Check the official tracker for both relevant carriers and compare against the expected delivery window.
Custom status updated (DHL Express) Destination-side customs processing is underway. More information may be needed. Open detailed tracking and respond promptly to any request.
Parcel shown at an unfamiliar city or hub The location is likely a processing facility rather than the delivery address. Read the event description before assuming a routing error.
Marked delivered but not found (USPS) USPS status help directs customers to check likely safe locations and delivery details. This advice is specific to USPS. Check the delivery location details first, then contact the carrier or merchant if the parcel is still missing.
Destination service suspended (USPS alerts) USPS can suspend acceptance for specified destinations during a disruption, as of its October 2, 2026 alert update. Check the current alert, then ask the shipper about options such as a refund or return.

When to act and who to contact

DHL eCommerce: contact the merchant after 10 days

DHL eCommerce advises contacting the merchant or shop if the parcel has not arrived within 10 days after its expected delivery time. The merchant can investigate with the carrier. This threshold belongs to DHL eCommerce service guidance and should not be applied as a general deadline to other carriers or to postal mail.

Responding to a customs request

If customs or the carrier asks for information, reply promptly. A slow response is one of the delay causes DHL Express lists, and a request left unanswered can prolong clearance. The source material supports responding through the official carrier or customs contact path. It does not describe a universal payment workflow, so verify any payment request through the carrier’s website before paying.

USPS international inquiries

For USPS international mail, use the international inquiry instructions on USPS’s site. Confirm that the specific product and destination you used are eligible for an inquiry, because eligibility varies by service.

U.S. customs timing

For parcels entering the United States, the USPS customs FAQ says U.S. Customs and Border Protection can investigate the status of a package after 45 business days from its arrival scan into customs. This is a U.S. customs guidance threshold for investigation, not an estimate of how long clearance normally takes.

Comparing tracking sources

When a parcel can be followed in more than one place, four factors matter more than the look of the page:

  • Authority: The originating carrier is the authority for its own scans, and the destination carrier is the authority for what happens after handoff. A merchant can often start an investigation when it is the carrier’s customer.
  • Scan detail: Some services show milestones only, while others show additional events. Compare what each record actually lists.
  • Handoff coverage: Check whether the receiving postal operator has scans for the parcel.
  • Actionability: Some pages expose a request or a clear contact path, and others only show status. A page that shows a request is more useful than one that only shows time passing.

The sources available for this topic do not show that any single third-party tracker is more complete or more reliable than carrier pages, so use the official carrier record as your baseline.

What is and is not established

Carrier guidance describes common causes and tracking behavior, but it does not give a cross-carrier delay rate, so no percentage of late international parcels is offered here. The examples in this article come from DHL Express, DHL eCommerce, and USPS. They show common patterns rather than universal rules. Customs procedures and scan coverage depend on origin, destination, service, the goods involved, and local authorities, and USPS’s suspension list and service status can change after the dates noted above.
