Why Chocolate Is Suddenly So Expensive—and Why Bars Are Getting Smaller

Poor cocoa harvests drove a global price spike, while sugar, energy and other costs added pressure. Here’s how those forces showed up in U.S. chocolate prices and package sizes.

Chocolate costs more because poor cocoa harvests sharply reduced supply, sending global cocoa prices soaring. Higher costs for sugar, corn sweeteners, energy and other parts of production added pressure. In the United States, confectioners have responded with a mix of higher prices and smaller packages—but a cocoa-market quote is not the price of a chocolate bar, and brands do not all respond the same way.

What triggered the price spike?

The main trigger was a run of smaller cocoa harvests. Côte d’Ivoire, Ghana and several smaller West African suppliers produced 61 percent of global cocoa beans in 2023, according to the U.S. Department of Agriculture’s Economic Research Service (USDA ERS). Harvests in 2023 and 2024 were smaller than earlier estimates had suggested, tightening supply in a market heavily dependent on those growing regions. Production fell faster than demand. Figures from the International Cocoa Organization (ICCO), reported by the U.S. Bureau of Labor Statistics (BLS), show global production declining more than 13 percent, from about 5.044 million metric tons in the 2022/23 season to 4.365 million in 2023/24. Estimated demand also fell, by 5 percent, from 5.058 million metric tons to 4.810 million—but that decline was smaller than the production drop. BLS, September 8, 2026

Those figures help explain why prices surged: less cocoa was available relative to the amount buyers wanted. They describe the global cocoa market, not the price consumers pay for a particular bar.

Why does a cocoa price surge affect chocolate bars?

Cocoa is a major ingredient cost, but not the only one. A 2019 National Confectionery Association presentation cited by BLS attributed 28.4 percent of U.S. confectionery ingredient costs to cocoa beans, 8.7 percent to sugar and 28.1 percent to corn syrup. Those shares cover only major ingredients in that presentation and may omit other ingredient costs; they are not a recipe or cost breakdown for every chocolate product. BLS, September 8, 2026

Other inputs faced pressure too. BLS describes weather and logistics problems affecting cocoa- and sugar-producing countries, including Côte d’Ivoire, Ghana, India, Thailand and Mexico, as well as logistics issues in Brazil and Côte d’Ivoire. In the United States, drought in Mexico reduced sugar production from fiscal 2022 through fiscal 2024. How much did prices rise—and what do the figures measure?

Price statistics can look very different because they track different points in the supply chain. The cocoa bean price is a global commodity-market measure. The BLS figures below are U.S. producer or import price indexes, not a direct comparison of supermarket receipts or a universal change in what every shopper paid.

The gap between the materials and end-product indexes is important: raw-material inflation does not translate one-for-one into the price of a finished confection. Retail prices also reflect ingredients beyond cocoa, processing and companies’ commercial decisions. The indexes show changes in their respective producer-price categories, not the exact amount added to a bar’s shelf price.

Why are chocolate bars getting smaller?

In the United States, producers have passed higher input costs to shoppers through both higher prices and smaller packages, according to BLS. USDA ERS separately reported that U.S. confectioners reduced candy sizes and expanded non-chocolate seasonal offerings during major selling periods. Shrinking a package is one way to manage costs while changing its shelf price less than a manufacturer might otherwise; the evidence does not mean every brand reduced every product.

USDA ERS also reported that U.S. cocoa bean imports fell 22 percent in 2023 and a further 26 percent in 2024. That is a U.S. import measure, not a global production figure, and the agency connected the supply pressure to changes in confectioners’ seasonal product choices. USDA ERS, February 13, 2025

For a household comparing options, check both the package weight and the price per ounce or gram. A familiar wrapper or shelf price can conceal a change in how much product is inside; unit price makes that difference easier to see.

Did people stop buying chocolate?

High prices coincided with signs of lower processing and consumption, but the measures cover particular regions and periods. In its report published February 17, 2025, the ICCO said regional cocoa grindings in the fourth quarter of 2024 declined, with European and Asian association figures at their lowest since 2020. Grindings measure cocoa processing, not retail sales, and the report said high prices may have pressured manufacturers to reduce processing.

The ICCO also described higher worldwide average unit prices for chocolate confectionery alongside lower consumption volume, while overall consumer expenditure rose. Those observations do not establish a uniform response in every country or show that all shoppers bought less. ICCO, February 17, 2025

Will chocolate prices come back down?

The evidence here does not establish a timetable for cocoa-market changes to reach store shelves or a schedule for companies to cut prices. Cocoa commodity prices can move quickly; packaged-product prices also depend on other costs and manufacturers’ choices. A fall in cocoa prices therefore would not, by itself, establish when or whether a specific bar’s price or package size will change.

Nor does a high global cocoa quote mean farmers everywhere receive that amount. Ghana, for example, sets a producer price through its own policy mechanism. Ghana’s Ministry of Finance said the 2025/26 producer price was GH¢51,660 per tonne, calculated as 70 percent of a gross FOB value of US$7,200 per tonne at an exchange rate of 10.25 cedis per U.S. dollar. That is Ghana’s policy-set producer price at the start of the season—not a world-market quote or a retail price. Ghana Ministry of Finance, February 13, 2026
