U.S. grocery prices remain high because slower inflation does not undo earlier price increases, and individual food categories rise and fall at different rates. Shelf prices also reflect processing and retailing costs—not just what farmers receive for raw commodities. The latest figures here are national measures, not a prediction of what any one household will pay.
Why are grocery prices still high if inflation is down?
Inflation measures how quickly prices change; it does not measure whether prices have returned to an earlier level. If grocery prices rise and then inflation slows, prices can still be higher than before—the increase is simply happening more slowly. A lower inflation rate is not the same as a price decline.
For example, USDA Economic Research Service (ERS) reported that average U.S. food-at-home prices rose 2.3% in 2025 compared with 2024. That was below the agency’s cited 20-year historical annual rate of 2.6%, but it was still an increase. Food-at-home refers to food bought at grocery stores or supermarkets, rather than restaurant meals.
The newest observations in the cited releases are also different because they cover different months. In its September 2026 outlook, USDA ERS said food-at-home CPI was unchanged from July to August 2026 and 2.2% higher than in August 2025. Separately, the Bureau of Labor Statistics reported that food-at-home CPI was 2.7% higher in July 2026 than in July 2025, while falling 0.1% on a seasonally adjusted basis from June to July 2026. These are distinct comparisons, not contradictory readings of the same month.

Why did some groceries get more expensive than others?
Food prices do not move as a single unit. The national average can rise modestly even as particular items post much larger increases—or later become cheaper.

The contrast between annual averages and later year-over-year readings matters: a category’s price can spike in one period and then retreat without returning to its earlier level. USDA ERS linked the egg-price history in part to highly pathogenic avian influenza, which reduced egg-layer flocks and egg production; the agency projected production to increase in 2026. That explanation describes the agency’s account of this episode, not a permanent explanation for egg prices.

Why doesn’t a drop in farm prices immediately lower supermarket prices?
A farm commodity is only one part of the path from production to a grocery shelf. Food may be processed, packaged, transported, stored and sold before a shopper buys it. USDA ERS explains: “Retail food prices partially reflect farm-level commodity prices, but other costs of bringing food to the market (such as processing and retailing) have a greater role in determining prices on supermarket shelves and restaurant menus.”
Farm-level prices can also be more volatile and further upstream than the prices consumers see. A change in a raw commodity price therefore does not translate one-for-one or necessarily immediately into the shelf price. The sources cited here do not establish a current percentage breakdown for wages, energy, transport, packaging, retailer margins or other individual costs, so no single component can be identified as the sole cause.

Why can my grocery bill rise even when the CPI changes little?
The food-at-home CPI tracks price movement for a defined market basket; it is not a forecast of any household’s receipt. Your total bill also depends on how much you buy, which products you choose, and where you shop. A household buying more of a category whose price rose sharply may experience a different change from the national average.
Spending statistics and price indexes answer different questions. The Congressional Research Service distinguishes BLS CPI measures of price changes from USDA expenditure series that combine prices and quantities. It also notes that pandemic-era shifts from restaurant meals to grocery purchases complicated comparisons of food spending. A higher grocery-spending total can reflect changed purchasing patterns as well as changed prices.

How to read grocery inflation figures
- Check the period: “Compared with last year” is a year-over-year measure; “from last month” is a monthly change. A one-month decline can occur while prices remain above their level a year earlier.
- Check the measure: Food-at-home CPI tracks grocery-store price movement. Total spending includes quantities and shopping choices.
- Check the category: A national average does not mean beef, eggs, produce and other groceries changed by the same amount.
- Check the geography: National CPI data do not quote prices at a particular store or describe every region or household.
USDA ERS documentation notes that CPI and producer price index data collection was suspended for a period during the fall 2025 federal shutdown, leaving October 2025 CPI unavailable. ERS estimated missing values using a time-series regression model. This is relevant when interpreting a continuous monthly historical series, rather than as a reason to treat the separately dated observations above as interchangeable.
