An entrepreneur is a person or team that recognizes and pursues an opportunity. Entrepreneurship is the activity or process of pursuing that opportunity and creating value. Put simply: an entrepreneur is the actor; entrepreneurship is the work.
Entrepreneur vs. entrepreneurship

The terms are connected but not interchangeable. An entrepreneur may take part in entrepreneurship; entrepreneurship describes the actions and practice rather than the person doing them.
What counts as entrepreneurship?
Starting a business is a familiar example, but it is not the only way the term is used. Broader definitions include recognizing and exploiting opportunities to create or expand economic activity through new products, processes, or markets. The Open University course Entrepreneurship – from ideas to reality reproduces a definition attributed to Blundel et al. (2018) that describes entrepreneurs as business owners seeking to generate value by creating or expanding economic activity.
Some accounts also include innovation inside an existing organization or activity in social and educational settings. The scope depends on the definition being used, so it is useful to say whether you mean venture creation specifically or opportunity-driven value creation more broadly.

An example
Maya notices that families in her area need affordable after-school tutoring. She tests the idea, finds tutors, organizes the service, and launches it. Maya is the entrepreneur. Identifying the need, testing the idea, organizing people and resources, and launching the service are parts of entrepreneurship.
If an established company develops a new service through an internal team, a broad definition may also describe that work as entrepreneurship—even though the team is not founding a separate business.

Does owning a business make someone an entrepreneur?
Ownership by itself is not a universal test. A person may own and operate a business using an established model without pursuing a new opportunity in the sense emphasized by some definitions. Other accounts include small-business ownership and franchising among entrepreneurial paths. OpenStax’s Entrepreneurship Today distinguishes acting on an idea from simply operating an established business model while also recognizing small-business ownership and franchising as options.
So the answer depends on the context: identify the definition before deciding whether a particular owner or activity qualifies.

Why definitions differ
There is no single definition used for every academic, educational, and statistical purpose. The OECD working paper Defining Entrepreneurial Activity: Definitions Supporting Frameworks for Data Collection notes the long-running disagreement over the terms and adopts a pragmatic framing to support measurement. Its approach emphasizes entrepreneurial activity as dynamic action, rather than intentions alone or background supply-and-demand conditions.
That distinction matters when reading statistics or comparing studies: a count based on new-business formation may not capture the same activity as a measure that also includes innovation within existing organizations. State the working definition when precision matters.

How to remember the difference
- Entrepreneur: the person or team.
- Entrepreneurship: the process or practice.
- Key action: recognizing and pursuing an opportunity; simply having an idea is not necessarily entrepreneurship.
- Scope: it can mean starting a venture, or more broadly creating value through opportunity-driven action in other settings.
