What Does a Girl Scout Learn From Selling Cookies?

Girl Scouts learn five core skills from running a cookie business: goal setting, decision making, money management, people skills, and business ethics, plus how the 2012 survey evidence and program figures should be read.

Girl Scouts learn five core skills from running a cookie business: goal setting, decision making, money management, people skills, and business ethics. Girls set sales goals and plan how to reach them, decide how to run and promote the sale and how to spend what they earn, budget, talk with customers, and learn to act honestly and responsibly. Girl Scouts of the USA (GSUSA) presents these as the program’s intended learning outcomes. The main survey evidence on reported skill gains is from 2012 and covers younger Girl Scouts, so it describes what participants reported at that time rather than guaranteed later results.

The five core skills, and what each looks like in a sale

GSUSA groups the cookie program’s learning into five skills. Each one shows up in specific tasks that a girl handles during a sale.

1. Goal setting

Girls set individual or troop sales goals and develop a plan to reach them. Because a sales goal is stated in numbers, the plan can be checked against results: how many boxes are needed, which customers or locations will be approached, and by when. Practicing this loop of setting a target, planning, and comparing progress to it is the core of the goal-setting skill.

2. Decision making

Girls decide how to run and promote the sale, how to interact with customers, and how to use their earnings. Some of these decisions are made individually and others as a team, so the skill includes both making a call alone and agreeing on one with a group. GSUSA’s official cookie page describes this in nearly these terms: girls learn to make decisions “on their own and as a team.”

3. Money management

Girls create budgets and handle money while planning for troop experiences. In practice this means collecting payments, keeping count of what came in, and connecting the money to a shared plan such as a trip or a camp. A budget is where the sale becomes a concrete plan rather than a pile of cash.

4. People skills

Customer interactions give girls practice finding their voice and communicating with others. A booth conversation or a door-to-door visit asks a girl to explain a product, make a request, and respond when the answer is no. Those are transferable communication tasks, though the program’s materials describe them as practice rather than a guaranteed level of confidence.

5. Business ethics

GSUSA identifies business ethics as one of the five core skills: girls learn to act honestly and responsibly in business. In a cookie sale, that shows up in handling money accurately, describing products truthfully, and following the program’s rules when dealing with customers and the public.

Beyond the booth: planning, marketing, and digital sales

GSUSA’s progression materials describe ways to extend the cookie business beyond taking orders and handing over boxes. These include customer research, business planning, marketing, digital sales goals, and reflecting on setbacks. Digital Cookie adds online sales exposure. These are opportunities within the program, not an identical experience for every participant; a troop may use some of them and not others, and the depth of work depends on local plans.

What the 2012 survey measured

The Girl Scout Research Institute’s 2012 report, The Girl Scout Cookie Program: Teaching Essential Skills for a Lifetime, analyzed survey responses from 1,417 Brownie and Junior Girl Scouts. Respondents reported whether they had developed each skill. The shares were:

These are self-reported results from Brownie and Junior participants in 2012. They are not a current measurement, not a representative estimate for every Girl Scout age group, and not proof that selling cookies causes later school, career, or financial success. Read them as a snapshot of what surveyed younger girls said they had learned.

What the 2024 participation figure does and does not show

The most recent number GSUSA publishes in the sources reviewed for this article is participation. GSUSA’s 2025 policy agenda states: “The Girl Scout Cookie Program is the largest girl-run entrepreneurial program in the world, with nearly 700,000 girls participating in 2024.” That figure tells you how many girls took part. It does not measure what they learned.

Where the cookie money goes

GSUSA says cookie proceeds stay with local councils and troops and support year-round experiences, including service projects, troop travel, and summer camp. The exact use depends on each local plan. Do not assume a particular activity or dollar amount for every troop; ask the troop leader how proceeds are allocated.

What the evidence cannot tell you

  • No independent, contemporary evaluation of the cookie program’s long-term effects was identified in the sources reviewed.
  • The 2012 survey is the only quantified outcome evidence found, and no current percentage of girls developing these skills was published in those sources.
  • Participation totals show scale, not skill development.
  • How much a girl gains likely depends on her troop, the activities it chooses, and how fully she takes part in planning and selling.

For a clear answer, the skills are well defined in GSUSA’s own materials, and the sales tasks that build them are concrete. The strength of the outcome claims is weaker than the program descriptions.
