What CIOs Should Consider Before Pursuing CEO Ambitions

A CEO path from CIO is possible but not established as common. Assess your business results, financial scope, operating experience, communication skills, and fit with the target industry.

A CIO can build a credible case for a CEO role, but a broader technology mandate alone does not make that transition likely. The strongest preparation is evidence of enterprise leadership: business results, financial or revenue responsibility, operating experience beyond IT, board-level communication, and a fit with the target industry. Treat reported aspiration figures as signs of interest—not as odds of appointment.

Is CIO-to-CEO a common route?

It is possible, but the available evidence does not establish CIO as a common or increasingly reliable route to the CEO office. A 2024 CIO feature on the path from CIO to CEO describes such appointments as uncommon outside technology, even as technology becomes more strategically important. As Gartner analyst Gabriela Vogel put it in that feature, “We see the relevance of the CIO role increasing, but not necessarily that more are becoming CEOs.”

A wider remit can give a CIO visibility across the company, but visibility is not the same as responsibility for the whole business. Nick Woods, CIO at MAG, noted that the role can offer a view of “all the parts of the business.” The next step is to show that you can make and own decisions across those parts—not only advise on technology.

What evidence should you build?

Business outcomes, not technology activity

Translate initiatives into results that matter to the company: growth, cost, customer experience, resilience, productivity, or another outcome relevant to its strategy. Explain what changed, how the result was measured, and what trade-offs you managed. Eric Johnson, CIO at PagerDuty, said CIOs must explain complex technology and its business implications to nontechnical executives and board members. That means presenting the business case and consequences before the technical details.

Financial and commercial responsibility

Look for opportunities to own decisions with clear commercial consequences: a budget, profit-and-loss responsibility, revenue target, investment choice, or a product or service outcome. Deloitte’s 2025 survey release reported that 36% of CIOs managed a P&L. That figure provides context about the scope some CIOs hold; it does not show that P&L ownership causes a CEO appointment.

Operating experience beyond IT

Consider taking responsibility for a revenue-generating function or a broader operating remit, where available and appropriate. A COO role is one possible way to gain experience with execution across functions; leading a commercial unit is another. These are options, not prerequisites or proven shortcuts. In the 2024 feature, Vogel called taking on a COO role or revenue-generating area “a great move.” Recruiter Helen Fleming described “CIO to COO to CEO” as a natural progression, but that is her professional view, not a quantified finding about appointment rates.

Board and stakeholder communication

A CEO must make choices understandable to people with different priorities. Practice explaining why a decision matters, what risks and alternatives exist, what it costs, and how success will be judged. The same discipline applies when speaking with employees, customers, investors, and directors: connect the decision to the organization’s value proposition rather than assuming the technology itself makes the case.

Does your target industry fit your experience?

CEO readiness depends partly on the business and the people it serves. Some sectors may expect the chief executive to have domain credentials or substantial experience in the profession. The 2024 feature uses professional services as an example: a candidate who is a strong technology leader may still lack the credentials or background expected of a leader in that field.

Before pursuing a particular role, examine what the company sells, how it earns money, what customers value, and what expertise its stakeholders expect from the CEO. Identify any gap between that profile and your experience. Industry knowledge is not interchangeable across sectors, and broad technology expertise cannot automatically substitute for specialized credibility.

What do the CIO ambition statistics actually tell you?

Deloitte’s CIO Program reported that 67% of CIOs said they would like to pursue a CEO role in the future. The underlying online survey covered 622 US-based senior technology leaders and ran from March 7 to April 1, 2025. This is a measure of stated ambition among that survey population, not a forecast of who will be appointed.

The same release said 65% of CIOs reported directly to the CEO, compared with 41% a decade earlier. A direct reporting line may indicate access and organizational standing, but it is not evidence of promotion probability. Deloitte also reported that 36% of CIOs managed a P&L, a measure of current scope rather than a demonstrated route to the top job.

A separate 2024 CIO report of Gartner research said 36% of CIOs wanted to become CEOs and 24% wanted to remain in their current role. The feature does not provide the underlying sample, date, or methodology for those figures, so they should not be compared directly with Deloitte’s 2025 survey.

How can business education and career breadth help?

A 2024 study by Kettles, Mazzola, and Richardson examined LinkedIn career data for 400 Fortune 500 CIOs and interviewed six Fortune 500 CIOs. Its abstract identifies business education, longer time to CIO, and diverse experience as themes in pathways to becoming a CIO. It does not study CIO-to-CEO appointments or establish that those factors improve the odds of becoming a CEO.

For an aspiring CEO, the practical takeaway is narrower: business education and varied experience can help fill knowledge or exposure gaps, but they are not credentials that guarantee readiness. Choose learning and assignments that address the demands of the particular business you want to lead.

A practical readiness framework

Use these questions to assess your evidence against the specific CEO role you have in mind. They are prompts for judgment, not a validated scorecard; the sources do not establish a universal weighting among them.

  • Business and financial scope: Can you point to budgets, P&L, revenue, or decisions with measurable commercial consequences?
  • Operating breadth: Have you led work or people outside technology, or held a broader operating remit?
  • Communication: Can you explain strategy, trade-offs, risk, costs, and results clearly to nontechnical directors and other stakeholders?
  • Industry credibility: Does the target organization expect professional qualifications, sector experience, or customer knowledge you do not yet have?
  • Motivation and fit: Do you want the broad accountability of the CEO role, or are you treating it as the only meaningful next step? Some CIOs prefer to remain in their current role.

What the evidence cannot establish

The available sources do not provide longitudinal CIO-to-CEO appointment rates, prove that a particular interim role improves appointment odds, or offer a validated readiness checklist. The 2024 career study concerns becoming a CIO; Deloitte’s 2025 survey records responses from US-based technology leaders; and the 2024 CIO feature offers expert perspectives and examples rather than representative transition statistics. Make a career decision based on the capabilities and demands of the role—not on aspiration percentages alone.
