The fishing industry faces several connected problems: pressure on some wild fish stocks, climate change and environmental degradation, illegal and unreported fishing, and dangerous or exploitative working conditions. These pressures matter because fisheries and aquaculture also help feed people and support livelihoods. They do not affect every country, species, fleet or farm in the same way—and stable global catch totals do not mean every fish stock is healthy.
What counts as the fishing industry?
The industry includes both wild capture—catching aquatic animals in marine and inland waters—and aquaculture, or raising them in farms. The distinction matters: the two systems have different production patterns and environmental pressures, so a problem affecting one does not automatically describe the other.
The Food and Agriculture Organization of the United Nations (FAO) reported that global fisheries and aquaculture production reached 235 million tonnes in 2024. That total included 195 million tonnes of aquatic animals. Aquaculture produced more than 100 million tonnes of aquatic animals, exceeding capture fisheries, which produced about 92 million tonnes. These are FAO figures for 2024, reported in its 2026 summary; they describe production, not the condition of each fish stock. FAO, SOFIA 2026

Why can stable catches coexist with pressure on fish stocks?
Global capture production has stayed within a range of 86–94 million tonnes a year since the late 1980s, according to FAO. That long-running stability is not proof that all stocks are sustainable. Total catch is an aggregate: it can remain steady while the biological condition of particular stocks and fisheries varies. Production volume and stock health are different measures.

Unsustainable harvests can weaken particular fisheries
When fishing pressure exceeds what a stock can sustain, it can undermine that stock’s long-term potential. The problem is therefore not accurately described by a single global catch figure. Stock condition and fishing pressure need to be assessed for the fishery in question; the global evidence cited here does not identify which country or species faces the most severe pressure.
Aquaculture is not a simple substitute for wild catch
Aquaculture has become a larger source of aquatic-animal production than capture fisheries, but its growth does not establish that wild-stock pressures have been resolved. The two forms of production have different risks and management needs. A global comparison of tonnage alone cannot show the ecological effects of an individual fishery or farming system.

How do climate change and environmental damage affect fishing?
Climate change and environmental degradation add pressure to a sector already shaped by economic shocks and geopolitical shifts, FAO says. Their effects can differ by region and fishery, so a global trend should not be read as a uniform prediction for every fishing community.
Under high-emissions scenarios, exploitable fish biomass is projected to decline by more than 10 percent by 2050 in several regions. This is a scenario-based projection for several regions—not a forecast that biomass will fall by that amount everywhere. FAO, SOFIA 2026

Why is illegal fishing difficult to address?
Illegal, unreported and unregulated (IUU) fishing is a governance problem as well as a threat to sustainable harvests. The World Bank says it contributes significantly to overfishing. The label covers fishing that is illegal, not properly reported, or not regulated effectively; tackling it depends on rules being enforced and catches being monitored. Weak oversight can make it harder to know what is being caught and whether fishing rules are being followed. That makes responsible management more difficult and can disadvantage operators who comply with regulations. The scale and specific causes of IUU fishing are not quantified in the global evidence cited here.

What problems do fishing workers face?
Fishing can involve hazardous work at sea and in other settings, while enforcement of labor protections may be weak. The International Labour Organization (ILO) describes fishing as “one of the most challenging and hazardous occupations” and says capture fisheries have one of the highest occupational fatality rates in the world. Why do these problems matter for food and livelihoods?
The stakes are substantial. FAO reports that aquatic animal foods provide at least one-fifth of animal-protein consumption for 3.1 billion people, and that the fisheries and aquaculture sector supports more than 600 million livelihoods worldwide. These global figures show the sector’s importance, but they do not mean food access or economic benefits are shared evenly. FAO notes that per-capita supply and benefits are unevenly distributed. For workers and communities that depend on fishing or fish farming, ecological pressure and unsafe or exploitative work are not separate concerns from the sector’s role in food supply: they affect whether production can continue and who benefits from it. A global total cannot show which communities face the greatest exposure, or how much income reaches workers and local producers.
What is the central challenge?
The challenge is to sustain food production and livelihoods while improving ecological management, fairness and working conditions. That means distinguishing wild capture from aquaculture, measuring stock condition rather than relying on total catch alone, responding to climate and environmental pressures, enforcing fishing rules, and protecting workers. There is no single global ranking of these problems: their relative importance depends on the country, species, fishery, fleet and farming system.
