What Are Exports? Goods, Services, and How They’re Counted

Exports are goods or services supplied across national markets. Learn the basic definition, why services count, and how U.S. statistics classify merchandise exports.

Exports are goods or services supplied by a country’s residents or businesses to buyers or residents in another country. The word can mean either the cross-border activity or the things supplied. Exports include services as well as physical products, though the statistical rules used to measure them vary by country.

What counts as an export?

The World Trade Organization’s small-business guide defines exports as both “the action of sending goods to another country or customs territory, and the goods themselves.” In everyday and economic use, the idea also covers services supplied across borders. From the U.S. perspective, the Bureau of Economic Analysis (BEA) describes exports of goods and services as goods and services sold by U.S. residents to foreign residents. WTO guide BEA definition

Can services be exported?

Yes. A service does not have to cross a border as a physical object to be traded internationally. BEA’s framework recognizes services supplied in different ways, including across borders, consumed abroad, through a commercial presence in another country, or through the presence of people. Its categories include travel, transport, financial services, telecommunications and computer services, and other business services. BEA international services

How U.S. goods-export statistics distinguish exports

For U.S. merchandise statistics, the Census Bureau tracks the physical movement of goods out of the United States, including shipments from customs territory, bonded warehouses, or foreign-trade zones. It separates exports into domestic exports and re-exports:

Category Meaning in U.S. Census merchandise statistics
Domestic exports Goods grown, produced, or manufactured in the United States, plus foreign-origin goods changed or enhanced through processing or manufacturing in the United States.
Re-exports (foreign exports) Foreign-origin goods previously admitted to the United States and shipped onward in substantially the same condition.

Total U.S. merchandise exports combine domestic exports and re-exports. These categories describe U.S. statistical accounting; they are not competing everyday meanings of “export.” U.S. Census definitions

Does a shipment need to exceed $2,500 to be an export?

No—not in the general meaning of the word. The Census Bureau’s export-statistics page describes its U.S. goods-statistics coverage as merchandise valued at more than $2,500 per commodity shipped from the United States. That is a coverage description for this statistical program, not a universal definition, and it does not mean a smaller sale cannot be an export in ordinary usage. Why do businesses export?

For a business, exporting means supplying customers or intermediaries in another country. Before entering international markets, a small business can assess whether its product or service has export potential and whether it is ready to sell internationally. When does the legal context matter?

Some U.S. laws and programs define export trade for a specific purpose. For example, U.S. Commerce Department guidance on the Export Trading Company Act describes export trade as including goods or services exported, or in the course of being exported, from the United States to a foreign nation. Under that guidance, a product need not have been made in the United States; onward sales of imported foreign-made goods may qualify.
