Why a top-five ranking cannot be verified
To rank ceremonies by cost, the figures would need to cover the same thing and measure the same kind of expense. The available numbers do not meet that test: one is a combined allocation, while the others are reported estimates for different Paris scenarios. They are not five ceremony-only final accounts.

A meaningful comparison would need to identify the event covered, whether the number is a budget, allocation, estimate or final outturn, its currency and price year, and whether production or infrastructure costs are included. Without those details—and comparable final costs for five Games—calling any list the “five most expensive” would imply more certainty than the evidence supports.
What the reported London and Paris figures mean

How to read ceremony-cost claims
A headline number can refer to a production budget, a public allocation, a planning estimate, a contingency option or a final audited cost. Those are different measures. Scope matters just as much: a figure for an opening ceremony alone cannot be compared directly with one covering opening and closing ceremonies, Paralympic events, or supporting infrastructure.

Currency and price year matter too. Even when two figures cover similar events, comparing amounts from different years without stating the currency and accounting basis can obscure what the numbers represent. The figures above do not provide a consistent five-Games set of final costs adjusted to a common basis.

The evidence supports a comparison of a few reported allocations and estimates, not a historical top-five ranking. London’s £41 million figure is for Olympic and Paralympic ceremonies together and includes contingency; Paris’s €120–130 million relates to the planned parade, while the over-€255 million figure relates to a contingency alternative. None of these figures, on its own, proves the final cost of an Olympic opening ceremony.
