These capacity and production values come from different categories: capacity is not annual output, and hot metal is not the same measure as saleable steel. What the earlier expansion plan said—and what it does not establish
Vedanta’s FY 2023-24 directors’ report described an ESL expansion journey to 3.2 MTPA, alongside specified projects. It gave Q3 FY 2026-27 as the anticipated timeline for new steelmaking and rolling facilities. That was a projection in a dated report; it does not verify current progress, completion, or a new 4.5 MTPA plant.

Vedanta’s FY 2023-24 directors’ report
A separate 2023 investor presentation described 4 MTPA of steel and pig iron capacity and expansion at Bokaro or Goa, and showed 3 MTPA installed capacity by June 2024 as a target. Vedanta’s FY 2024-25 review says renewal of the Bokaro plant’s Consent to Operate was under review. The company recounts that Jharkhand submitted a compliance report on 17 November 2023, seeking reconsideration of the Stage I Forest Clearance revocation and more time to meet pending conditions, primarily concerning compensatory-afforestation land. Vedanta says ESL completed the mandated 1:2 compensatory-afforestation land transfer. The review does not give a final regulatory determination, so it does not establish that the approval issue has been resolved or that all clearances are currently secured.
