Valve and Mastercard Disagree Over Steam Game Delistings

Valve says processors flagged some Steam games and cited Mastercard Rule 5.12.7. Mastercard denies evaluating games or requiring restrictions, leaving the public accounts in conflict.

Valve says payment processors warned that some Steam games could violate their standards, prompting Steam to remove them to protect payment methods for other purchases. Mastercard says it did not evaluate games or require restrictions on game platforms. Valve later said processors specifically cited Mastercard Rule 5.12.7 and concern about Mastercard’s brand. Their public accounts conflict, but they do not establish that Mastercard directly ordered Steam to delist any particular game.

Why did Steam remove certain games?

Steam’s current developer onboarding documentation tells publishers not to submit content that may violate standards set by Steam’s payment processors, related card networks and banks, or internet network providers. It singles out certain kinds of adult-only content. Steamworks’ onboarding documentation states the platform rule; it does not, by itself, identify which games were removed or explain the private communications behind the removals.

In a statement received by GamingOnLinux on July 17, 2025, Valve said payment processors had notified it that certain games might violate those standards. Valve said it was removing the games because losing payment methods could prevent customers from buying other titles and game content on Steam. It also said it was contacting affected developers and issuing app credits if they had another game they wanted to distribute. GamingOnLinux’s July 2025 report reproduced Valve’s statement.

That is Valve’s stated commercial rationale: it said it acted to preserve payment options used for other Steam purchases. Public reporting does not independently establish what would have happened to Steam’s payment acceptance if Valve had kept the games listed.

What did Mastercard say?

On August 1, 2025, Mastercard said it had not evaluated any game or required restrictions on activity on game creator sites and platforms. It added that its network allows lawful purchases and that retailers must control unlawful purchases, including illegal adult content. Mastercard’s statement addressed media reports and allegations about gaming content.

In a statement to PC Gamer, Valve said Mastercard had not communicated directly with Valve despite Valve’s request. Valve said Mastercard had communicated with payment processors and acquiring banks, and that the processors rejected Valve’s explanation of Steam’s policy and “specifically cited Mastercard’s Rule 5.12.7 and risk to the Mastercard brand.” PC Gamer’s August 1 report quoted both companies.

How the two accounts differ

The available public statements do not resolve the full communication chain or prove that Mastercard itself directed Steam to remove a named title.

Which games were removed, and are they still available?

The cited public accounts do not provide a definitive, comprehensive list of affected games or establish their current availability. Contemporary reporting discussed removals, but Valve’s statement to GamingOnLinux did not name all affected titles. It would be misleading to treat reported examples or community observations as an authoritative complete list.
