Yes. UPS’s U.S. guidance allows you to use your own packaging when it suits the item and is packed securely. The envelope still has to meet the requirements of your chosen UPS service, and you need to attach the label or shipping document generated for that shipment. For a valuable, thin document such as a passport or personal record, UPS recommends a small box for better protection.
When your own envelope is suitable
Start with the item, not the envelope. Choose packaging that fits the contents and protects them from bending, tearing, or other damage in transit. UPS says shippers may use their own packaging if it is appropriate and securely prepared; this is not a blanket guarantee that every envelope or mailer will be accepted for every item, route, or service. See UPS packaging guidance and check the terms for the service you select.
A thin envelope may work for ordinary documents if it is sturdy enough for the trip and the label can be attached securely. If the contents are valuable and thin, UPS specifically recommends a small box rather than relying on an envelope.
Choose packaging based on protection

UPS does not endorse a particular third-party mailer in the guidance cited here. Whatever packaging you choose, verify the service, route, dimensions, and weight in the UPS shipment flow.

Prepare the envelope and attach the label
- Pack the contents securely. Use packaging that fits the item and offers suitable protection. For a valuable thin document, use a small box in line with UPS’s recommendation.
- Create the shipment through a UPS-approved system. Follow the label or shipping-document instructions for the service you choose; domestic air and Ground requirements differ. UPS’s U.S. shipping page describes the applicable label details.
- Attach the shipping label or document to the outside. Make sure it is secure and readable. UPS packaging guidance also recommends placing a duplicate address label inside the package.
- Remove or cover old labels and markings if you are reusing packaging. Use suitable shipping tape to secure closures. UPS warns against masking, cellophane, duct, or water-activated paper tape, string, and paper over-wrap.
- Measure and weigh the prepared shipment. Enter accurate dimensions and weight when you get a quote and select a service.
- Take the labeled shipment to a UPS location or arrange pickup where those options are available for your shipment.
Label requirements depend on the UPS service
Do not assume one label rule covers every UPS shipment. UPS’s U.S. page specifies an automated-system label or Air Shipping Document for domestic air. Its Ground guidance calls for address information with “to” and “from” details inside and outside the package, as well as a tracking label for guaranteed service. Follow the instructions shown for your specific shipment rather than applying one service’s requirements to another.
Check package limits and the quoted service
For small-package service, UPS gives a maximum length plus girth of 165 inches. Calculate it as length + 2 × width + 2 × height. This is a UPS service limit, not a promise that a particular envelope qualifies for every route or service. Enter the prepared package’s actual dimensions and weight, along with the destination, in the UPS shipment flow to check the available service and price.

UPS’s packaging guidance is general and points shippers to the applicable Rate and Service Guide and Tariff/Terms and Conditions. The materials cited here do not establish a universal price or acceptance rule for customer-supplied envelopes.

UPS’s international Express Envelope is a specific UPS packaging option, not a set of universal rules for envelopes supplied by customers. UPS describes it as intended for documents without commercial value and lists its dimensions as 9.5 × 12.5 inches. For U.S.-origin shipments using that Express Envelope that weigh more than 8 ounces, UPS says the published rate for the corresponding weight applies. These details concern the UPS Express Envelope option; check the shipment flow and service terms for a customer-supplied envelope or another international shipment. International shipments may also require customs documentation.
