What does “Product of USA” mean on meat, poultry and egg products?
The Food Safety and Inspection Service (FSIS) rule covers voluntary U.S.-origin claims on meat, poultry and egg products under FSIS inspection, whether inspection is mandatory or voluntary. It amended labeling regulations at 9 CFR parts 317, 381 and 412. The final rule allows generic approval of “Product of USA” and “Made in the USA” when a product meets the applicable criteria. FSIS’s final-rule page describes the requirements.
For a single-ingredient product, the full claim means the source animal was born, raised, slaughtered and processed in the United States. “U.S.-grown” is not the rule’s exact test: the specified stages are more precise than simply saying an animal was grown here.
Can imported meat be labeled Product of USA if it is processed in the United States?
Not under the full “Product of USA” or “Made in the USA” claim if the source animal does not meet all the U.S.-origin criteria. Processing imported meat in the United States alone does not satisfy the full claim.

A different, qualified U.S.-origin claim may describe particular U.S. preparation or processing. It must identify the U.S. steps on which the claim is based, including slaughter when relevant. The distinction is scope: a full claim invokes the rule’s complete origin criteria; a qualified claim identifies the specific U.S. steps represented.
How do the requirements differ for single- and multi-ingredient products?

These conditions apply to a full “Product of USA” or “Made in the USA” claim. A qualified claim about particular U.S. preparation or processing steps must identify the steps supporting it.

When did the new USDA Product of USA rule take effect?
FSIS finalized “Voluntary Labeling of FSIS-Regulated Products with U.S.-Origin Claims” on March 18, 2024. The rule’s effective date was May 17, 2024, and the compliance date for covered claims was January 1, 2026. The compliance date is the point from which labels using those claims must meet the new criteria.
The rule applies to products for the domestic market. Export labels must meet the destination country’s requirements. FSIS says the voluntary-claim requirements do not conflict with USDA Agricultural Marketing Service country-of-origin labeling requirements; the two should not be treated as the same rule.

Are companies required to use the label, and what records support a claim?
No. The claims remain voluntary. FSIS Notice 09-24, issued March 18, 2024, states: “These claims are not required to be included on the label.”
For businesses that choose to make a covered claim, FSIS says existing documentation may support compliance. Examples include written descriptions of controls over animal birth, raising, slaughter, processing, ingredients and product preparation, as well as written traceability and segregation controls from animal birth through packaging and distribution. The records needed depend on the business’s products and processes.

What did FSIS estimate about labels, costs and consumer comments?
In its 2024 final-rule analysis, FSIS estimated that 10,322 to 12,616 retail labels carried U.S.-origin claims. The agency also estimated $3.2 million in quantified relabeling, recordkeeping and market-testing costs, annualized at a 7 percent discount rate over 10 years. That is an agency estimate, not a report of costs actually incurred.
FSIS reported that more than 3,000 consumers supported the proposal in its discussion of comments. That figure describes support reported to the agency; it does not represent all consumers.
