It is not an operating 17-gigawatt power plant: the figure is a company-described potential for a phased private grid, dependent on permits, financing, land, fuel infrastructure and construction.
What is Project Matador?
Fermi America proposes to build an energy and advanced-computing campus that would combine natural-gas generation, nuclear power, solar generation, battery storage and electricity from the utility grid. The company describes the planned system as the “world’s largest, 17 GW next-gen private grid.” That is Fermi’s characterization of a proposed private grid and campus, not an independently verified ranking of power projects worldwide.
The project’s scale figures refer to possible generation capacity under different development cases. They should not be read as electricity already available, as a single approved construction plan, or as a forecast that the full buildout will happen.
What do the capacity figures mean?
Fermi’s SEC filing describes a current full-build design and a larger conditional possibility. The scenarios are distinct; the 17 GW case is not the current secured capacity.

These are company-reported design figures in Fermi’s SEC filing. The 11 GW gas figure is the possible expanded gas total, not 11 GW on top of the 6 GW gas in the current design.
How would nuclear, gas, solar and batteries fit together?
- Natural gas: Fermi’s phases include gas generation first, followed by further gas development. The company says capacity targets depend on installation and commissioning, fuel-supply infrastructure, financing and regulatory approvals.
- Nuclear: The longer-term plan includes about 6 GW across two nuclear islands. Fermi’s disclosed sequence includes an initial planned 1 GW Westinghouse reactor, then additional reactors.
- Solar: Fermi says solar output would offset or displace gas generation when solar energy is available. Solar production varies with conditions, so the company’s description does not make it equivalent to constant generation.
- Batteries: The planned batteries are intended to support power quality, shape supply within the day and contribute to reliability. They are not a source of primary energy.
- Utility grid: Fermi’s investor materials also include grid electricity in the campus mix.
The proposed 2.6 GW Hillcore power complex is a named gas-generation arrangement within the broader project, not an additional capacity figure to add to the project totals. In its second-quarter 2026 investor presentation, Fermi described a planned build-own-operate-transfer structure: Hillcore and partners would finance, construct, own and operate the facility, while Fermi would be the anchor offtaker under a 20-year power purchase agreement renewable in 10-year increments. Each block would be triggered by contracted tenant demand. Fermi said first power was targeted within 24 months of notice to proceed, subject to the arrangement’s conditions. These are disclosed planned terms and milestones, not delivered power.

Is the project approved, and when could it produce power?
The nuclear portion remains in the regulatory application and review process. The U.S. Nuclear Regulatory Commission’s Project Matador page identifies proposed nuclear units 1–4 and records an initial combined-license application submission on June 17, 2025, followed by additional information on August 20, 2025. Those records do not establish that the units have a completed combined license, are under construction or are operating.
Fermi’s filing describes gas generation as an early phase, but the project’s output depends on the required permits and approvals as well as financing, construction, fuel infrastructure and commissioning. The filing also describes an additional 5 GW gas permit application; the expanded gas case depends on that application being approved. No single start date for the full campus follows from the proposed capacity figures.

Fermi says each planned reactor is expected to require approximately 60 months of construction after required approvals. That is a company expectation, not a guaranteed schedule, and the regulatory review comes before that construction period.

Project Matador is intended to supply a large computing campus, but the disclosed plans do not establish how it would affect household electricity bills, local utility rates or grid reliability. Those outcomes would depend on matters such as which facilities are built, how much power the campus draws from the utility grid, and the eventual commercial and regulatory arrangements.

For investors, the headline capacity is not a measure of current revenue or completed assets. The company’s announced buildout relies on execution and approvals, and the named Hillcore arrangement is conditional on tenant demand and its other stated terms. The project figures alone do not establish that financing, tenants, permits or construction for the full potential buildout are secured.
