The head of its Russian office said management planned to continue exporting through a new independent Russian company, but the announcement did not confirm that the company had launched. At the time, transfer terms for Viterra’s Russian business and assets were still under discussion.
What Viterra announced
Viterra said it had decided not to continue its Russian origination and export programs after July 1, 2023. The company said it had monitored the situation over the preceding year and concluded that its Russian activities no longer fit its long-term direction. Reuters’ syndicated report, published by Canadian Cattlemen, carried the announcement on March 30, 2023.
The decision followed a day after Cargill said it would take a further step back from the Russian grain market. That timing places Viterra’s move in a broader pullback by international grain traders, but the two companies’ announcements were separate decisions.
What the planned Russian exporter meant
Nikolai Demyanov, head of Viterra’s Russian office, said local management planned to form an independent Russian grain exporter after Viterra stopped exporting from the country. He described the team’s priorities this way:

- One Handle & Four Wheels: a design for easy movement and storage.
“After this decision, our main task is to save jobs and support the remaining infrastructure. Management plans to continue its grain export business as a new independent Russian exporter, aiming to maintain the competitiveness of Russian grain on the global market and provide the most viable conditions for Russian producers,” Demyanov said.
This was a statement of management’s intention, not confirmation of a completed launch. The announcement did not identify the proposed exporter or establish its ownership, operating status, or whether it ultimately took over Viterra’s export activity.

Asset transfers were not yet settled
Viterra was assessing options to transfer its Russian business and assets to new owners. Demyanov said the terms and details of infrastructure deals were still being discussed. Once the parties reached agreement, Viterra’s shareholders and buyers were expected to apply to the Russian government commission responsible for foreign investment. Interfax’s contemporaneous account likewise covered the announcement and the Russian ministry’s response.
Accordingly, the announcement was not evidence of a completed sale. It also did not establish the final disposition of Viterra’s Russian infrastructure.

What officials said about Russian grain exports
Russia’s agriculture ministry said Viterra’s decision would not affect the amount of Russian grain exports. That was the ministry’s position at the time; it is not proof that later export volumes remained unchanged, nor does the announcement itself provide a subsequent volume comparison.
How later research describes the market
A 2025 article in Food Security says Viterra, Cargill, and Louis Dreyfus had left Russia’s grain-export market by the end of the 2022–23 trade year. The authors describe reduced competition and greater concentration in Russia’s domestic wheat market. They discuss lower producer prices and weaker connections to world markets as possible consequences, not as measured outcomes established by the article; they also do not attribute every subsequent market change to Viterra alone.

The study examines six major wheat-producing regions: the North Caucasus, Black Earth, Central, Volga, Urals, and West Siberia. In West Siberia, the authors report that a 10% negative deviation in the Normalized Difference Vegetation Index (NDVI) was associated with regional wheat-price increases of 3.9% for class 3 wheat and 6% for class 4 wheat. Those figures concern the relationship between a weather-related vegetation indicator and wheat prices. They are not estimates of Viterra’s market share, the impact of its exit, or the performance of the proposed successor.

The available announcement and later market analysis do not establish the planned exporter’s current identity, ownership, or operating status, or the final disposition of Viterra’s Russian infrastructure. The sources also do not establish Viterra’s share of Russian grain exports. Treating the management plan as a verified launch—or the ministry’s statement as a verified later export outcome—would go beyond what those reports show.
