The U.S. had 86.155 million cattle and calves on January 1, 2026, the lowest total since 1961, according to USDA’s Economic Research Service (ERS). USDA’s National Agricultural Statistics Service (NASS) rounded that figure to 86.2 million in its January report. The headline refers to a dated inventory snapshot—not a real-time count—and includes both beef- and dairy-type animals.
What USDA counted in January 2026
The January 2026 NASS Cattle report estimated 86.2 million cattle and calves on U.S. farms as of January 1. ERS gives the more precise estimate as 86.155 million and says it is the smallest all-cattle-and-calves inventory since 1961. That is the basis for calling it a 75-year low.
That broad total is not the same as the beef-cow inventory. ERS estimated 27.607 million beef cows on January 1, down 1% from a year earlier and 40% below the historic peak set in 1975. It also described beef cows as the fewest since 1961. Beef cows are one part of the overall cattle-and-calves count, not an alternative name for the whole herd.
What the other January figures show
The inventory report offers several indicators of the cattle supply, but they measure different groups and stages of production:

- Calf crop: NASS estimated 32.9 million calves born in 2025, down 2% from 2024.
- Cattle on feed: The January report estimated 13.8 million head, down 3% year over year.
- Beef replacement heifers: ERS reported 4.714 million, up nearly 1% from a year earlier. This was the first year-over-year increase since 2017.
- Milk cows: NASS estimated 9.57 million, up 2% year over year.
- All cows and heifers that had calved: The report estimated 37.2 million.
- Heifers weighing 500 pounds or more: NASS estimated 18.0 million, down 1%.
A calf crop measures calves born during a year; cattle on feed and heifer counts describe other portions of the supply. None should be substituted for the all-cattle total or beef-cow count when describing the historic low.
Does the report mean the herd is rebuilding?
Not yet. Beef replacement heifers are a leading indicator because some may be retained to become breeding cows, but one annual increase does not establish sustained expansion. ERS says beef-cow inventory growth is typically preceded by two to three years of sustained year-over-year growth in beef heifers retained. The January 2026 heifer figure is therefore an early signal to watch, not proof that the national herd has already begun rebuilding.

ERS describes 2026 as the 12th year of the current cattle cycle and says inventories had contracted for seven consecutive years. Its explanation links the cycle to cattle prices and input costs affecting cow-calf profitability, the time required for gestation and for cattle to reach market weight, and weather. That is a cyclical account, not evidence that any single factor caused the January low.
Why the July 2026 figure is not a direct update to January
In a later release, NASS estimated 94.2 million cattle and calves on July 1, 2026. It also reported 28.5 million beef cows, down 1% from the previous July. Those are useful July figures, but they do not erase or replace the January estimate: January and July reports refer to different dates, and NASS says the January survey is larger and provides state and U.S. estimates, while July reports provide U.S.-only estimates. The figures should not be treated as consecutive measurements on a single continuous scale or used to claim a simple increase between January and July.

How USDA produces the inventory estimates
NASS’s Cattle Inventory survey overview says the program covers all states and uses a sample of cattle producers along with area tracts to measure incompleteness in its list of operations. The January 2026 release said about 35,000 operators were surveyed. As with any sample-based estimate, the reported totals are survey estimates rather than a literal head count of every animal on the reference date.
Year-over-year comparisons can also reflect revisions. The January 2025 release initially reported 86.7 million cattle and calves for January 1, 2025. In its 2026 report, NASS revised the prior all-cattle estimate down by 0.2% and used 86.5 million for the current comparison. Use that revised figure when discussing the change from the prior January rather than comparing the 2026 estimate with the original unrevised release. The January 2025 report contains the initial estimate.
