In April 2025, an oil-and-biofuel coalition urged the EPA to raise federal biomass-based diesel mandates. Its reported request was advocacy, not an agency decision: the EPA later finalized 2026 and 2027 requirements of 8.86 billion and 8.95 billion Renewable Identification Numbers (RINs), respectively, before small-refinery-exemption reallocation. Those RIN figures are not directly comparable to the coalition’s request, which was stated in physical gallons.
What the coalition sought in April 2025
Reuters reported that the American Petroleum Institute (API) led a coalition of oil companies and biofuel producers that met with the EPA on April 1, 2025. The group sought higher Renewable Fuel Standard (RFS) blending mandates, ahead of an expected EPA proposal covering two years. The meeting was industry advocacy; it did not establish federal requirements. Reuters’ April 2, 2025 report described the coalition’s positions.
Reuters reported that the coalition recommended a biomass-based diesel mandate of 5.5 billion to 5.75 billion gallons and settled on a 15-billion-gallon target for corn ethanol. Some participants reportedly wanted the ethanol target set at 15.25 billion gallons. These were reported recommendations, not EPA standards. For comparison, the EPA’s existing 2025 biomass-based diesel target was 3.35 billion gallons under its 2023–2025 rule. The EPA’s 2023–2025 rule states that target.
Why some fuel and refining groups objected
The coalition’s position was not shared by all fuel-industry participants. Reuters reported that the Fueling American Jobs Coalition, which represents smaller independent refiners, opposed a substantially higher biomass-based diesel mandate. It warned that aggressive requirements could threaten union jobs and raise pump prices. Those were the coalition’s stated concerns; the cited reporting does not establish that the proposed mandate caused either outcome.

Reuters also reported that some truck-stop operators and fuel retailers boycotted the meeting after a dispute over whether participants could discuss higher quotas without restoring a blenders’ tax credit that expired in December 2024. The retailer group argued that the producer tax credit known as 45Z was not a complete replacement. These were stakeholder arguments about tax policy and potential effects, not findings about observed prices or employment.
What EPA finalized for 2026 and 2027
On March 27, 2026, the EPA finalized the RFS volumes for 2026 and 2027. Its final-rule table sets the biomass-based diesel requirements at 8.86 billion RINs for 2026 and 8.95 billion RINs for 2027. After reallocation of small refinery exemptions (SREs), the total applicable volumes are 9.07 billion and 9.20 billion RINs, respectively. The EPA’s final 2026–2027 rule also lists advanced biofuel totals of 11.10 billion RINs for 2026 and 11.32 billion for 2027, and total renewable fuel volumes of 26.81 billion and 27.02 billion RINs.

The unit matters when comparing the 2025 advocacy request with the later rule. The 2023–2025 biomass-based diesel targets were expressed in physical gallons; the EPA’s 2026–2027 requirements are presented in RINs. The coalition’s 5.5–5.75 billion-gallon request therefore should not be compared numerically with the final 8.86–8.95 billion-RIN requirements as though they measured the same thing.
The EPA estimated that meeting its final 2026 and 2027 volumes would require biodiesel and renewable diesel production and use to increase by more than 60% compared with 2025 volumes. That is the agency’s estimate of what compliance would require, not a measured increase already achieved. The EPA’s announcement of the final standards describes the estimate.

How to read the meeting’s financial significance
The 2025 meeting shows competing industry views about the costs and benefits of higher renewable-fuel requirements. Producers and refiners in the API-led coalition advocated for higher biomass-based diesel volumes, while smaller refiners and some retailers raised concerns about jobs, pump prices and the tax-credit framework. The available reporting does not quantify the effect of the meeting or establish realized consumer-price or employment impacts. The concrete regulatory outcome is the EPA’s later 2026–2027 rule, with requirements stated in RINs.
