USDA Terminated 27 Food for Progress Agreements in 2025—but Not the Program

USDA ended 27 Food for Progress agreements in 2025, not the program. Learn why USDA said it terminated them, what remained active, and how to interpret the funding figure.

The U.S. Department of Agriculture terminated 27 Food for Progress agreements between May and July 2025, but it did not end the program. USDA said 14 projects remained active in 17 countries, and it continued to solicit applications for later funding rounds.

What USDA terminated in 2025

The terminations involved grant agreements administered by USDA’s Foreign Agricultural Service (FAS), not Food for Progress as a whole. The Government Accountability Office (GAO) reported in 2026 that USDA terminated 27 of the 41 agreements active in January 2025, with the terminations occurring from May through July. GAO’s 2026 account provides the count and timing.

In its response for a 2025 House hearing, USDA said the terminated agreements did not align with the administration’s foreign-assistance objectives. Agriculture Secretary Brooke L. Rollins described continuing projects as those that “align with the America First agenda.” That is USDA’s stated rationale; the hearing record does not provide a detailed, individual explanation for every terminated agreement.

What Food for Progress does—and what continued

FAS describes Food for Progress as a program that donates U.S. agricultural commodities to developing countries and emerging democracies. Commodities are generally sold in local markets, with the proceeds used to support agricultural development. USDA’s written hearing response stated, “The Food for Progress program has not been canceled.” It reported that 14 projects remained active across 17 countries. The record’s descriptions of terminated projects include efforts to connect producers with markets outside the United States, introduce climate-smart agricultural practices, and build capacity in government institutions. Those descriptions indicate the kinds of work affected, not the agency’s complete reason for ending each agreement.

How to understand the $881 million figure

GAO reported that approximately $881 million had been obligated for the terminated Food for Progress agreements in fiscal year 2024 or earlier. An obligation is a federal funding commitment; it does not establish that the full amount had been paid, spent, or lost when the agreements ended. The figure is associated with the terminated agreements, not a verified measure of termination costs or unpaid bills. GAO’s report is the source for the amount and its time frame.

What USDA said about costs and shipments

USDA stated that recipients would be reimbursed for costs incurred through each agreement’s effective termination date. It also said partners had to deliver commodities that were already en route. These are USDA’s statements in the House hearing record; they do not independently verify the amount or timing of every reimbursement or the completion of every shipment. The program continued to seek applications

USDA’s FY2026 Food for Progress funding opportunity listed $226 million in program funding and seven expected awards. The listing was archived on August 5, 2026, so it is not an open application opportunity. Those figures describe that specific funding notice, not an annual guarantee or a promise that every listed award was made. The archived notice is available through Grants.gov.
