In February 2025, Turkey announced a plan to export about 15,000 tonnes of eggs to the United States as avian influenza tightened U.S. supplies. The plan was reported as roughly 700 containers, with shipments expected from February through July. The eggs were authorized for processing—not direct sale as shell eggs to consumers—under the rules described by the U.S. Department of Agriculture (USDA) that March. Neither the announced target nor a separate estimate of first-half contracts establishes how much was ultimately delivered.
What Turkey announced in February 2025
Reuters reported on February 20, 2025, that shipments had begun that month and were expected to continue through July. The estimate of 15,000 tonnes, described as about 700 containers, came from Ibrahim Afyon, chairman of Turkey’s Egg Producers Central Union. Afyon said: “The export will take place through our member companies with the required authorizations, while two firms will coordinate the process.” Reuters’ February 2025 report also quoted Afyon on the proposed plan.
That figure was an announced export plan, not a confirmed tally of eggs received in the United States. A separate USDA Foreign Agricultural Service (FAS) report said industry sources estimated that U.S. buyers had contracted for about 460 million eggs—38.3 million dozen—in the first half of 2025. Contracts and planned shipments are different measures, and the sources do not reconcile either figure against final deliveries.
Why U.S. buyers sought Turkish eggs
The import push came amid U.S. supply pressure from highly pathogenic avian influenza (HPAI), commonly called bird flu. Reuters reported that losses among laying hens contributed to tight supplies, with some grocery stores rationing eggs and restaurants raising prices for egg dishes. The article cited U.S. data showing about 162 million chickens, turkeys and other birds had been killed by the outbreak since 2022; that was a contemporaneous figure in February 2025, not a current cumulative count.

USDA FAS likewise said HPAI-related depopulation of U.S. laying hens had elevated egg prices and led importers, particularly egg-breaking businesses, to look to Turkey. In this context, “breaking” means processing eggs into products such as liquid or dried egg ingredients rather than selling them as shell eggs.
Could Turkish eggs go straight to U.S. grocery shelves?
Not under the arrangement described in USDA FAS’s March 10, 2025 report. Given Turkey’s then-current HPAI cases and general poultry-disease situation, Turkish eggs entering the United States were permitted only for processing at four USDA-designated breaking facilities, located in New York, Georgia, New Jersey and Pennsylvania. They were not authorized for direct table consumption. This restriction means the 2025 imports should not be described as a direct refill of supermarket shell-egg shelves.

The report documents the rule as it stood in March 2025; it does not establish Turkey’s current eligibility. USDA FAS notes that its voluntary reports contain staff assessments and do not necessarily represent official U.S. government policy. These measures should not be added together or treated as interchangeable. The plan is in tonnes, contracts are expressed in eggs and dozens, and historical imports are trade data for a separate year. The sources reviewed do not provide a final delivery reconciliation for the announced plan.

Turkey’s own egg market in 2024
Turkey was a substantial egg exporter, but its 2025 export plans came after a year of domestic production pressure. USDA FAS reported that Turkey produced 26 billion eggs in 2024, with about one-third exported, while production declined roughly 9 percent year over year amid domestic HPAI cases. The report said those cases began in late 2023 and continued at the time it was written.
USDA FAS, citing TurkSTAT, reported that Turkey exported 2.6 billion eggs—214 million dozen—worth $184 million in 2024. The United Arab Emirates accounted for more than half of export volume. These annual trade and production figures provide context, but they do not establish the final quantity sent to the United States under the 2025 plan. What U.S. import rules require for shell eggs
The processing-only restriction reported for Turkish eggs in March 2025 is distinct from the general requirements for imported shell eggs intended for table use. USDA’s Animal and Plant Health Inspection Service (APHIS) handles animal-health eligibility by country; importers can check the Veterinary Services Permitting Assistant. USDA’s Agricultural Marketing Service (AMS) says a shell-egg importer must submit Form LP-222 with a foreign inspection certificate. Foreign producers must meet the Food and Drug Administration’s Egg Rule requirements, and importers may have duties under the Foreign Supplier Verification Program, depending on their circumstances.
For shell eggs, AMS guidance says the foreign inspection certificate must confirm storage and transport at an ambient temperature of 45°F (7.2°C) or less. Cartons must be labeled in English with the product, country of origin, quality or description, pack date, refrigeration instruction, business identity and quantity. The available reports do not establish how much of the 15,000-tonne plan was ultimately delivered. Reuters reported the target and expected shipment window; USDA FAS reported first-half contracts and early trade activity. Those accounts do not provide a final total received, so the planned volume should not be presented as completed exports.
Later market conditions also should not be read back into the 2025 announcement. In its September 18, 2026 outlook, USDA’s Economic Research Service said it had raised projected U.S. table-egg production and exports for 2026, reflecting a rebuilding domestic flock and international demand, and lowered its projected average third-quarter egg price based on recent prices. That is a later forecast, not evidence about the outcome of Turkey’s 2025 shipment plan. USDA ERS livestock and meat domestic data provides the outlook context.
