The Trump administration’s reported reversal of federal hydropower layoffs in February 2025 was limited: Bonneville Power Administration (BPA) said it was bringing back 30 employees, while about 430 positions remained slated for elimination. TechCrunch separately reported that at least some employees were rehired across the four Power Marketing Administrations, but no final agency-wide rehiring total was reported.
What was reversed—and what was not
Four federal Power Marketing Administrations sell and transmit hydropower generated at federally owned dams. TechCrunch reported on February 18, 2025, citing E&E News, that cuts had affected between 13% and 20% of the four agencies’ workforces and that at least some employees had been rehired after criticism from lawmakers and customers. The report did not give a final total of employees rehired across all four administrations. TechCrunch’s February 18 account described a partial reversal, not a cancellation of all cuts.
The clearer agency-level figure came from Bonneville Power Administration. OPB reported on February 19 that BPA was bringing back 30 employees fired the previous week. About 130 of more than 3,000 BPA employees had been told they were dismissed. Those 30 returning employees did not erase the broader workforce plan: about 430 positions were still slated for elimination, according to the contemporaneous account reproduced in a BPA proceeding document. OPB’s February 19 report broke the remaining figure down as follows:

These were figures reported in February 2025, not verified final staffing totals. They show why “reverses layoffs” needs qualification: some terminations were reportedly rescinded even as a much larger number of positions remained in the plan.

Why grid operators and power customers were concerned
BPA distributes hydropower from 31 federal dams and operates 75% of the Northwest power grid, according to OPB. People familiar with BPA operations told the outlet that returning employees were important to power management and grid operations. The buyouts included power-line workers, engineers, substation operators and power dispatchers—specialized positions the report said can take years of apprenticeship to learn.
The concern was therefore about the experience and mix of people available to operate and maintain the system, not simply the number of jobs removed. The reporting describes anticipated risks; it does not establish that the reductions caused an outage or quantify a change in reliability.

What industry critics warned
The Northwest & Intermountain Power Producers Coalition opposed the reductions. Its executive director, Spencer Gray, warned that the cuts could weaken reliability and make it harder for the Northwest to accommodate economic growth, including new data-center and semiconductor-manufacturing demand. Gray wrote: “NIPPC supports making the federal government more efficient but is deeply concerned that the announced level and type of workforce reductions at BPA to date will make the electric grid in the Northwest less reliable and a worse platform for economic growth,” as quoted in the OPB account.
That statement is the coalition’s assessment, not an independent finding by BPA or a measured forecast of grid performance. The source reporting documents concern about specialized staffing and future demand, not a demonstrated service failure.

How to interpret later federal hydropower claims
In an August 28, 2025 fact sheet, the White House said the Bureau of Reclamation operates 53 hydropower plants generating enough electricity to power 3.8 million homes. It also described those plants as providing critical black-start capacity—the ability to resume operations without external power. Those figures and that characterization concern Reclamation hydropower; they do not report the outcome of BPA’s February staffing decisions. The White House fact sheet supplies broader federal hydropower context, not an update on the BPA rehiring.
