That request increased VA’s overall proposed budget, so it is not accurate to call it a simple across-the-board cut. Whether promised improvements outweigh the risks to access is not established by the figures and announcements available here.
What the FY2026 VA budget request actually proposed
The administration’s FY2026 request put total VA funding at $441.3 billion, $42.2 billion—or 10%—above FY2025 enacted funding, according to the Department of Veterans Affairs’ May 2025 budget highlights. That is a request, not an enacted appropriation; the total alone does not tell veterans what Congress ultimately funded or what services were delivered.
The request also shifted money sharply within medical care. VA said it would increase healthcare funding and prioritize vulnerable veterans, while eliminating programs and overhead it considered not directly beneficial to veterans. Its budget document said: “The Budget provides increased funding for healthcare services tailored to Veterans’ needs both at VA medical centers and in the community.” The account-level figures show why the topline and the internal changes need to be read together:

These are requested amounts and comparisons with FY2025 enacted funding, not proof of what was later appropriated or spent. The medical-care subtotal increased modestly even as the request reduced the medical-services account and expanded community care. Those figures do not establish that veterans would receive less care overall, nor do they show whether community providers could absorb the added demand. They do show a proposed change in where care would be funded: less through the medical-services account and more through community care.

Staffing plans and reports of access problems
The reported staffing objective
In March 2025, the Associated Press reported that an internal VA memo set an objective of returning the department’s workforce to just under 400,000 employees. That was a reported target, not evidence that the workforce reached that level or that a particular number of jobs was eliminated. VA Secretary Doug Collins told AP that “the layoffs would not mean cuts to veterans’ health care or benefits.” That is the administration’s assurance; it does not by itself establish the effect on appointments or claims processing.
The Senate minority report’s allegations
A January 2026 report release by the Democratic minority on the Senate Veterans’ Affairs Committee said VA lost more than 40,000 employees in FY2025, and that 88% of departures were in healthcare roles. The same report said the national mean wait for new-patient individual mental-health appointments exceeded 35 days as of January 6, 2026. These are findings reported by the committee’s Democratic minority, not independently corroborated statistics established here. They raise material questions about staffing and access, but they do not by themselves show why employees left, whether every departure represented an unfilled position, or how wait times changed across locations and services.

The two accounts are not interchangeable: AP described a staffing objective and relayed the VA secretary’s position, while the Senate minority report later alleged workforce losses and longer waits. Taken together, they make staffing a legitimate measure of whether the administration’s promises are being met—not proof, on their own, that a specific reduction caused a particular delay.
What the administration says it is doing for benefits access
In a September 8, 2026 fact sheet, the White House said a new executive order directs military and VA systems to share personnel and treatment records and directs agencies to improve transition assistance. It said transferring military records takes an average of 90 to 180 days and claimed the administration had reduced the benefits backlog. The transfer-time figure and backlog statement are administration claims, not independently audited results in the cited material. The order describes directions to agencies; it is not, by itself, evidence that records are now moving faster or that veterans are receiving decisions sooner.

For a veteran navigating a claim or transition, the practical test is whether records reach the right agency, whether a claim is processed, and whether needed care is available—not just whether a policy has been announced. The cited fact sheet does not provide an independently verified before-and-after measure for those outcomes.
A homelessness initiative is a target, not a completed service
The White House’s May 2025 fact sheet announced a planned National Center for Warrior Independence at the West Los Angeles VA campus, with a goal of housing up to 6,000 homeless veterans by 2028. That is a stated target. It should not be described as 6,000 veterans already housed or as demonstrated results; the announcement does not establish that the planned capacity has been delivered.

How to judge the care behind the rhetoric
Military praise and veterans’ services are different things. Praise is a message; care depends on appropriations, staffing, accessible appointments, functioning benefits systems, and services that actually reach veterans. The evidence supports scrutiny of the administration’s choices and implementation, but it does not establish the president’s motive or settle the effects of policies that were proposed or announced.

- Follow enacted funding, not just the request. The FY2026 figures above describe the administration’s proposal against FY2025 enacted funding. A request does not show what Congress enacted.
- Track the destination of healthcare dollars. The proposed change between medical services and community care matters because a larger community-care account is not the same as proof of improved access or equivalent VA capacity.
- Compare staffing with service outcomes. Workforce totals and reported departures are important, but the relevant question for veterans is whether access to care and benefits changes—and for whom.
- Separate directives and targets from delivery. Records-sharing orders, backlog claims, and housing goals need measured results before they can be treated as completed improvements.
