No. President Trump’s January 27, 2026 remarks in Iowa expressed support for nationwide year-round sales of E15, a gasoline blend with 15 percent ethanol. Support is not the same as law. The summer 2026 nationwide E15 action from EPA is a temporary emergency waiver, and the reporting available for this article does not confirm that Congress has made year-round E15 permanent nationwide as of October 8, 2026.
What Trump announced in Iowa
On January 27, 2026, Trump announced his support for nationwide year-round sales of E15 during a visit to Iowa. The announcement was relayed in a USDA statement issued by Agriculture Secretary Brooke Rollins, who said: “Yet again President Trump is honoring his commitment to America’s farmers and energy producers today in Iowa by announcing his support for the nationwide year-round sale of E-15.” That sentence is Rollins’s description of the announcement, not a direct quote from the President.
A presidential commitment signals policy direction. On its own, it does not change the federal rules that govern which fuel can be sold when.
Three different things often called “E15 legal”
Most confusion comes from treating three separate actions as one. The table separates who acted, the legal mechanism, the scope, and how long the change lasts.

Why the EPA waivers do not equal permanent legality
EPA’s waivers are time-limited tools tied to fuel-supply conditions. The 2026 waiver was described as taking effect May 1 and remaining in effect through May 20, with the possibility of extensions. Extensions are separate EPA decisions. Because of that, the May dates alone do not tell you whether E15 is available at a given station in October or in next year’s summer.
A waiver lets retailers sell E15 during the covered period. It does not rewrite the statute, and it does not create a standing right for stations to sell E15 year-round.
What the Iowa numbers do and do not show
Iowa’s Department of Agriculture and Land Stewardship published several figures in 2026. Each one carries a specific source and limit:
- 256.7 million gallons of E15 sold in Iowa in 2024, based on the Iowa Department of Revenue’s 2024 Annual Retailers Fuel Gallons Report. This is a single-year state total, not a national figure.
- 44 percent growth in Iowa E15 sales from 2023 to 2024, using the same state report.
- About 15 cents per gallon lower on average than traditional gasoline, according to a state estimate. It is an average, not a price guarantee for any station or any day.
- More than $65 million in estimated driver savings across 2023 and 2024, also a state estimate.
- More than 150 additional retailers planning to invest in E15 infrastructure and offer the fuel by the end of 2026, as reported in February 2026. This describes plans, not a verified count of stations already selling E15.
The state also linked an interactive map of Iowa retailers selling E15. Because the map reflects the state’s February 2026 reporting, check it or the station’s own pump labels before you drive somewhere specifically to buy E15.

What the price gap means for a household budget
A 15-cent average difference is modest per fill but can add up over a year of driving. As an illustration only: on a 12-gallon fill, a 15-cent lower price saves about $1.80. Your actual savings depend on the local price spread, how often you fill up, and whether your vehicle takes E15 without issues.
Before you assume E15 is available or cheaper
- Read the pump label. Confirm the blend is E15 rather than standard E10 before you fill.
- Check your owner’s manual for E15 approval. Do not assume every vehicle is approved for it.
- Compare the per-gallon E15 price with the regular gasoline price at the same station on the same day. The Iowa figure is a state average, so your local gap may be larger or smaller.
- Look up EPA’s current fuel waiver notices to see whether a summer waiver is still in effect or has been extended.
- Check the bill’s status on Congress.gov before treating year-round E15 as settled law.
Where the policy stands now
The President has voiced support, EPA has used temporary emergency waivers, and the House has passed a year-round bill. Until the Senate acts and the measure is signed into law, nationwide year-round E15 should be treated as pending legislation, with summer availability governed by EPA’s waiver schedule.
