Up to $11 billion was designated for eligible row-crop producers through the Farmer Bridge Assistance (FBA) program; another $1 billion was reserved for commodities outside FBA. The announcement set out the program’s original design and expected dates, but does not establish that every eligible producer was paid or explain the reserve’s eventual timeline.
What the administration announced
USDA said the $12 billion would provide one-time bridge payments amid market disruptions and elevated input costs. The Farm Service Agency (FSA) would administer the payments under authority of the Commodity Credit Corporation Charter Act.
USDA characterized the support as temporary relief while trade deals and expanded market access took effect. That is the stated rationale for the program, not evidence that the payments produced a particular market outcome.
How the $12 billion was divided
| Program portion | Amount announced | Coverage and detail in the announcement |
|---|---|---|
| Farmer Bridge Assistance | Up to $11 billion | Eligible U.S. producers of the listed row crops; USDA outlined the calculation and reporting requirements. |
| Reserve for commodities outside FBA | $1 billion | USDA cited specialty crops and sugar as examples. Details and timelines were still under development when the program was announced. |
The amounts and design in this table come from USDA’s December 8, 2025 announcement. The $1 billion reserve was not described as a second FBA payment pool with the same eligibility rules.

Who FBA was designed to cover
The FBA crop list in USDA’s announcement included barley, chickpeas, corn, cotton, lentils, oats, peanuts, peas, rice, sorghum, soybeans, wheat, canola, crambe, flax, mustard, rapeseed, safflower, sesame and sunflower. The announcement described the recipients as eligible U.S. row-crop producers.
USDA said FBA did not require a link to crop insurance. The agency directed eligible farmers to ensure their 2025 acreage reporting was accurate by 5 p.m. Eastern Time on December 19, 2025. The FSA program-details notice provides the agency’s original guidance; the date is a past deadline, not a current filing window.

How USDA said FBA payments would be calculated
USDA described FBA as broad, proportional support intended to cover a portion of modeled losses for the 2025 crop year. Its formula drew on FSA-reported planted acres, Economic Research Service cost-of-production estimates, WASDE yield and price data, and economic modeling. Payments therefore were not described as a single flat amount per farmer or as direct reimbursement for each producer’s individual documented loss.
The USDA release also noted that statutory reference prices for major covered commodities such as soybeans, corn and wheat increased by 10–21% under the One Big Beautiful Bill Act. That figure is policy context in the release; it is not the FBA payment rate.

What was known about timing—and what remains unverified
At announcement, USDA said qualifying FBA payments were expected by February 28, 2026. That was the original expectation, not confirmation that every recipient received a payment by then. The available USDA notices do not establish the final payment status for every individual producer, and the original announcement does not establish the eventual timeline or detailed rules for the $1 billion reserve.
How tariffs fit into the package
The package was announced amid farmers’ difficulty selling crops and rising costs following the trade dispute with China. The Associated Press reported that President Trump said tariff revenue would fund the aid. That reported statement helps explain the package’s political framing; USDA’s announcement separately identifies the Commodity Credit Corporation Charter Act as the authority for the payments and FSA as administrator.

Earlier, The Conference Board reported a $10–14 billion range for aid under discussion and described tariff revenue and USDA safety-net funds as possible funding sources. That was a historical estimate and discussion of potential routes, not the final announced amount or proof of the program’s funding mechanics. The completed package USDA announced was $12 billion.

In USDA’s announcement, Agriculture Secretary Brooke Rollins called the program a bridge intended to provide quick relief while trade deals and new market access took effect. AP reported that Iowa farmer Cordt Holub said at the December 8, 2025 White House event, “With this bridge payment, we’ll be able to farm another year.” The remarks convey the stated purpose and one farmer’s view; they do not independently establish the program’s results.
