His remarks described an idea under development—not a new permission to stay, an enacted law, or a finalized program.
What Trump said in Des Moines
Speaking at the Iowa State Fairgrounds in Des Moines on July 3, 2025, Trump said he was working with Homeland Security Secretary Kristi Noem on legislation concerning farmworkers. He said farmers knew some workers who had been with them for years and could vouch for them “in some way.” He also said, “We’re working on legislation right now where farmers—look, they know better,” and, “Because we don’t want to do it where we take all of the workers off the farms.” The remarks appear in the official Government Publishing Office transcript.
Was a policy or legal status change announced?
No. The transcript records Trump describing legislative work and a possible farmer-vouching arrangement. It does not establish that legislation passed, that a formal policy took effect, or that any worker received permission to remain in the United States because of the speech.
The transcript does not specify who would qualify, how a farmer would vouch for a worker, which agency would administer the process, whether it would change immigration status, or when it might begin. Those details should not be treated as settled.

How this differs from H-2A
H-2A is a distinct temporary visa program for agricultural workers. The July remarks do not define the farmer-vouching idea as part of H-2A or explain how the idea would interact with that program.
Separately, on June 20, 2025, the Department of Labor said it would stop enforcing the 2024 farmworker rule while litigation continued and the department considered further regulatory action. That was a separate regulatory development, not an implementation of the proposal Trump described in July. The department’s announcement is available here.

Earlier statements provide context, not proof of an outcome
In a 2018 joint Cabinet statement, the administration described H-2A modernization as a way to address stakeholder concerns while maintaining employment and wage protections for the U.S. workforce. In an April 2020 White House briefing, Trump said seasonal H-2A farmworkers would not be affected by the action then under discussion and said the administration would make it easier for workers to return to farms where they had worked for a long time. These statements concern different policy moments; neither supplies rules or results for the July 2025 idea.
A June 30, 2025 briefing transcript also records questions about a possible “temporary pass” for migrants working on farms and a response that the matter remained under discussion. Those questions are not a formal program description. The Roll Call transcript is distinct from an official policy document.

What remains unknown
The available official transcript and related agency material do not provide an estimate of how many workers might be covered. They also do not provide eligibility criteria, application steps, legal protections, or a timeline for the proposed arrangement. Until formal details or enacted legislation are available, the most accurate description is that Trump expressed interest in legislation under which farmers might vouch for long-serving workers.
