2. Oracle Cloud Workforce Compensation

Oracle’s Cloud Workforce Compensation was listed in ISG’s 2024 planning guide, and Oracle also appears in its total-compensation guide. 5. beqom

beqom is listed in both 2024 ISG guides, so it is an option to assess for organizations looking for compensation planning and broader total-compensation management. The available evidence does not establish a comparative price, implementation advantage, or universal feature lead over the other shortlisted providers. Ask for references from organizations with similar geography, workforce scale, and compensation complexity.

How to choose the right type of tool

Annual employee pay planning

If your main task is an annual salary, merit, bonus, or equity cycle, assess how managers submit recommendations, how finance controls budgets, what approval paths are available, and how administrators review changes. Check visibility rules by manager role and employee group, as well as audit history and reporting. Xactly describes Incent as software for designing, calculating, administering, and reporting variable pay such as commissions and bonuses, with seller visibility and connections to CRM, ERP, and HCM systems. Xactly defines ICM as automating and managing the design, calculation, and distribution of variable pay. That may suit a sales organization with complex plans, but it should not be treated as a direct substitute for the employee-planning products above.   2. Map your existing systems and data. List the HRIS, payroll, finance, CRM, or ERP systems involved, the data each must provide, and the import/export or integration path you expect. Verify each connection with the vendor for your current system versions.
  3. Walk through a real cycle. Use a representative example with manager proposals, budget controls, approval changes, employee visibility, and an audit review. Confirm who can see, edit, approve, and report on each step.
  4. Test the market-data fit. If benchmarking matters, check coverage for your countries, jobs, and pay elements, plus refresh timing and licensing costs. A large stated position count alone does not show whether the data fits your roles.
  5. Check implementation and support. Request onboarding responsibilities, realistic timelines for your scope, support arrangements, and references from organizations comparable in size and complexity. This matters particularly where published customer-experience evidence is limited.
  6. Compare equivalent total costs. Request a quote for the same employee count, modules, market-data access, integrations, implementation services, and renewal terms from each provider. The 2024 sources do not establish comparable current prices.

What the 2024 market evidence does—and does not—say

ISG’s 2024 Compensation Planning Buyers Guide names 18 providers, including specialists and HR-suite modules; its Total Compensation Management guide names 13. These counts show a broad vendor field, not 18 or 13 equally comparable products. ISG also identified Aeqium, Bettercomp, Compport, Decusoft, Syndio, and Zimyo as “Providers of Promise” in its planning guide. That label means they did not meet the guide’s inclusion criteria for that evaluation, which included scale, customer, geographic, and release requirements; it is not a finding that the products are poor.

Payscale’s 2024 Compensation Best Practice Report excerpt says 52% of organizations were continuing to use the same compensation software, evaluating new software, or purchasing for the first time. The available excerpt does not establish the question wording or sample details, so the figure should be read as a Payscale-reported survey result, not a current or universal adoption rate. Xactly’s 2024 vendor-sponsored survey excerpt reports that 83% of respondents used an ICM platform to calculate compensation, while 31% used spreadsheets for some calculation tasks; for plan design, 44% used an ICM platform and 70% used spreadsheets. Those are Xactly survey results, not population-wide estimates.

Other 2024 lists and awards answer different questions. SelectHub says its proprietary analysis covers more than 400 points, including salary planning, bonus allocation, and compliance management; that describes its own methodology, not independent proof of a universal winner. Use rankings as a way to discover vendors, then decide based on your workflows, data, implementation needs, and quoted scope.
