There is no verified all-time ranking of the most expensive video games: publishers rarely disclose full budgets, and reported figures do not always measure the same costs. The strongest high-profile example in the available reporting is Red Dead Redemption 2, associated with an analyst estimate of about $540 million for development and marketing combined—not an official Rockstar disclosure. Claims that Grand Theft Auto VI has a confirmed billion-dollar budget are unverified.
Why there is no definitive most-expensive-game ranking
Many game publishers do not publish budgets, and figures reported publicly can describe different things. One number may cover development alone; another may include marketing, while some accounts also fold in post-release support. Those totals cannot be compared as if they were calculated on the same basis. The widely used compilation of reported game-development costs also warns that it is incomplete and relies on figures from varied sources. Wikipedia’s list of most expensive video games to develop is useful as a map of claims, not as a verified leaderboard.
Dollar figures also need a date and a price basis. A nominal amount is the amount reported at the time; an inflation-adjusted amount is a later calculation and must specify the year used. The examples below use reported nominal figures and do not adjust them for inflation.

How much did Red Dead Redemption 2 cost to make?
The often-repeated figure is approximately $540 million for development and marketing combined. A University of Kent doctoral thesis published in 2026 summarizes that number as an industry-analyst estimate and points to VentureBeat and ScreenRant reporting. Rockstar has not officially disclosed a budget in the sources reviewed, so the estimate should not be presented as a confirmed studio figure. Is GTA 6 the most expensive game ever made?
That has not been established. The reviewed reporting through September and October 2026 does not provide a confirmed total budget for Grand Theft Auto VI. GTA Playbook’s explainer, updated September 26, 2026, discusses the limits of outside estimates and attributes a statement that development began “in earnest” in 2020 to Take-Two CEO Strauss Zelnick; that timing is not a budget disclosure. GTA Playbook’s GTA VI cost explainer and GamesRadar’s discussion of GTA VI and San Andreas both caution against treating viral billion-dollar claims as verified totals.

- Check what is counted. Distinguish development-only budgets from totals that include marketing or ongoing post-release work.
- Check who supplied the figure. An official publisher disclosure, an analyst estimate and a press-reported number carry different levels of certainty.
- Check the dollar basis. Keep nominal and inflation-adjusted amounts separate, and state the adjustment year if one is used.
- Check whether the project is complete. A released game’s reported total and an ongoing game’s uncertain spending are not equivalent measures.
Because these details are missing or inconsistent for many games, public figures support cautious examples, not a complete, apples-to-apples ranking of the most expensive games ever created.
