TechJuice reported that repeat FBR e-invoicing offenders could face escalating penalties of Rs500,000, Rs1 million, Rs2 million and up to Rs3 million. That ladder is not confirmed in the official FBR material reviewed here: FBR’s digital-invoicing FAQ directs readers to section 33 of the Sales Tax Act, 1990, but does not set out those amounts. Treat Rs3 million as a reported figure, not a verified current statutory maximum, and check the applicable law or an FBR notice before relying on it.
Who does FBR say must integrate?
FBR says electronic invoicing is mandatory for sales-tax-registered corporate and non-corporate persons notified by the Board. A notified person must integrate its point-of-sale (POS), enterprise resource planning (ERP), or other invoicing system through an integrator holding a valid FBR license. The requirement is therefore not a blanket statement that every registered business immediately faces the same penalty: notification and the applicable rules matter. FBR’s digital-invoicing FAQ summarizes dates under S.R.O. 709, dated 22 April 2025, as 1 June 2025 for corporate persons and 1 July 2025 for non-corporate persons. Check for later extensions or directions before applying those dates to a particular taxpayer.
FBR says a taxpayer notified to integrate may seek an extension under the relevant rules. The FAQ warns that failure to integrate by an extended deadline, or contravention of the Act, may lead to penalty action under section 33. The FAQ is a reference, not a legal document: it says the Sales Tax Act, 1990 and Sales Tax Rules, 2006 prevail if its content conflicts with them.
What the reported Rs3 million penalty means—and what remains unverified
TechJuice reported enforcement of the penalty system from 1 September 2025, with penalties said to increase for repeat offenses. It also described affected entities as importers, public companies, and businesses with annual turnover above Rs1 billion over the last 12 sales-tax returns. These details come from secondary reporting; the FBR FAQ and order cited here do not confirm the reported penalty ladder or those categories.

What counts as an electronic invoice?
FBR defines an electronic invoice as a tax invoice created digitally using electronic tools in a specified format. A paper invoice that has merely been scanned or copied does not qualify. In practice, the obligation concerns producing invoices in the required structured digital format through an integrated system, not simply keeping an image of a paper bill.

How to choose an integration route
Use FBR’s licensed-integrator list as the official reference point, and confirm that a provider’s license is current. FBR’s page lists Haball, WEBDNAWORKS, EY Ford Rhodes, PRAL, OpenPort Pakistan, TMR Consulting, Naturetech, and Dynamic Resources; the listing is not a ranking or endorsement.
FBR says PRAL acts as a licensed integrator under specified Sales Tax Rules provisions and provides integration free of cost on demand. FBR itself does not charge a fee, but an integrator may charge for configuration or integration subject to a ceiling set by the Board. Before selecting a route, confirm that the provider can work with your existing POS, ERP, or invoicing system, clarify what configuration and support are included, and ask whether you qualify for PRAL’s free on-demand service.

How to correct a valid e-invoice
FBR’s Sales Tax General Order 01 of 2026, dated 30 March 2026, sets a correction window for a valid electronic sales-tax invoice generated because of a bona fide mistake. Within 72 hours of generation, an integrated person may cancel, delete, or edit it through the Board’s computerized system. After 72 hours, prior approval from the concerned Commissioner Inland Revenue is required. The order also permits a registered person, where required, to engage one or more FBR-approved or notified licensed integrators. Read the official order for the full terms.
