PM&DC later issued institution-specific tuition caps in March 2026 and lists a further tuition-fee notification dated 4 August 2026. Because the August notice’s fee table is not available here, check PM&DC’s latest official notification and the college’s published fee disclosure before relying on a current amount.
What is the PM&DC fee for MBBS and BDS?
There is no single current fee amount established for every private medical and dental college by the notices described here. The often-quoted PKR 1.8 million figure comes from the Committee on Medical Education Reforms’ announcement of 27 March 2025: it set a baseline annual tuition cap for private MBBS and BDS programs, with annual increases tied to CPI inflation. The announcement described the structure as applying for five years to MBBS and four years to BDS. PM&DC’s announcement is the primary source for that 2025 policy.
That baseline is not a reliable stand-alone quote for a student’s current bill. PM&DC’s 11 March 2026 notification approved tuition caps for individual institutions after considering fee-enhancement requests, recommendations from its Fee Justification Committee, and audited FY-2025 financial statements. PM&DC’s announcements page also lists a later item titled “Tuition Fee notification 04-08-2026.” The August notice’s institution-level amounts are not established here. Consult the notice itself and the relevant college’s published schedule before comparing or budgeting for a place.
How the fee policy changed
March 2025: baseline cap and review route
The 27 March 2025 committee announcement set PKR 1.8 million as the annual baseline tuition cap for private MBBS and BDS programs, with annual CPI-based increases. It also described a route for a college to request consideration of a higher fee, up to PKR 2.5 million, by submitting detailed financial justification to PM&DC. The requested material included cost breakdowns, evidence of additional educational services or facilities, and comparisons with institutions following the standard structure. This was a conditional application route, not an automatic entitlement or proof that any particular college received approval. Read the committee announcement on PM&DC.

March 2026: institution-specific approvals
In its notification dated 11 March 2026, PM&DC invoked section 20(8) of the PM&DC Act 2022 and said the Council had considered fee-enhancement requests, committee recommendations, and audited FY-2025 accounts. The notification specifies approved caps against individual institutions. Its table of amounts is not reproduced here, so do not infer a college’s approved cap from the 2025 baseline or the conditional PKR 2.5 million route. Check PM&DC’s official notifications for the applicable schedule.
August 2026: later notification listed
PM&DC’s announcements page lists “Tuition Fee notification 04-08-2026,” later than the March 2026 notification. The listing establishes the title and date, but not the amounts or how the later schedule changes institution-level caps. Is the MBBS or BDS fee cap the same at every private college?
Do not assume so. The 2025 announcement supplied a baseline and a process for justified requests; PM&DC’s March 2026 notice then set caps against individual institutions. A college’s applicable amount may therefore depend on the institution and the current notice, as well as whether the student is considering MBBS or BDS and which admission session applies. The available information does not establish current amounts for individual colleges, particularly under the August 2026 notice.
When comparing offers, request a written, itemized fee schedule for the exact program and session. Check the applicable annual tuition cap against PM&DC’s latest notice, and distinguish tuition from one-time or other non-tuition charges. Also ask whether the quoted fee is fixed for the full program and what payment dates and discounts apply.

Can a college increase tuition after admission?
PM&DC’s FAQ says colleges prescribe tuition for the full program, divided into annual payments, and cannot increase a student’s tuition after enrollment while that student remains in the program. PM&DC’s FAQ lists quarterly, six-monthly, and annual payment options. It states discounts of 2% for six-monthly advance payment and 4% for annual advance payment. Confirm with the college that the relevant discount is available for your program and session, how it is calculated, and when payment is due; rely on the written terms rather than assuming the discount applies automatically.
