There is no single investment figure that makes a business “low cost” for everyone. A service you can provide with skills and equipment you already have may need less cash upfront than a product business that requires stock, packaging, or production equipment. The 30 ideas below are starting points—not a profitability ranking or a promise of earnings. Before committing money, test local demand and price the setup, permissions, customer acquisition, and working capital your particular model requires.
How to assess a low-investment business idea
Compare ideas against your own circumstances rather than a headline budget. For each option, ask:
- Skills and credentials: Can you do the work reliably, and does it require training or other qualifications?
- Equipment and stock: What do you already own, and what must you buy or maintain?
- Ongoing cash needs: Include materials, transport, rent, packaging, utilities, and working capital—not just the initial purchase.
- Local rules: Check applicable permissions, registrations, hygiene requirements, and other compliance for your activity and location.
- Customers and repeat business: Identify who will pay, how you will reach them, and whether they are likely to buy again.
- Time to revenue: Consider how long it may take to build a portfolio, secure bookings, or sell through inventory.
Use a small pilot—such as a limited service menu, a few trial orders, or a small product batch—to check demand before expanding. No comparable current startup-cost or earnings data is available across these 30 ideas, so the actual amounts will depend on your city, existing assets, scale, and customer-acquisition approach.

1. Home-based tailoring and clothing alterations
Suitable if you can sew accurately and want to begin with a narrow range of repairs or alterations. 30. Food-processing micro-enterprise
Food processing can be more equipment- and compliance-sensitive than a small service pilot. Check the requirements for your specific product and scale, test buyers’ interest, and price equipment, inputs, packaging, and working capital. Udyam registration is not a startup budget
The Ministry of MSME describes Udyam registration as free, online, paperless, and based on self-declaration. Use the official Udyam Registration portal and check the current rules and applicability to your business. Registration fees are only one possible cost: they do not make equipment, stock, permissions, or operations free.
MSME classification thresholds also should not be mistaken for recommended investment levels. Effective 1 April 2025, the Ministry’s micro-enterprise ceilings are investment up to ₹2.5 crore and turnover up to ₹10 crore. The corresponding ceilings for small enterprises are ₹25 crore and ₹100 crore; for medium enterprises, ₹125 crore and ₹500 crore. PMEGP may be relevant for eligible new enterprises
The Prime Minister’s Employment Generation Programme (PMEGP) is a credit-linked subsidy programme administered nationally by KVIC and implemented through state-level bodies and banks. The Ministry lists maximum project costs of ₹50 lakh for manufacturing and ₹20 lakh for business or service projects. These are programme ceilings—not a suggested budget, guaranteed subsidy, or assurance of approval. Ministry of MSME: PMEGP
Eligibility conditions apply. The official PMEGP portal says projects without capital expenditure are ineligible and lists an education requirement for certain project-cost bands. Review the official PMEGP portal and current scheme terms before treating this as a possible source of finance.
Digital channels are one possible route to customers
For a suitable product business, digital sales may be one way to reach buyers. A 30 July 2026 Ministry release describes onboarding support for micro and small enterprises to ONDC.
