The Bureau of Civil Aviation Security (BCAS) fined IndiGo Rs 1.2 crore and Mumbai International Airport Ltd (MIAL) Rs 60 lakh; the Directorate General of Civil Aviation (DGCA) separately fined MIAL Rs 30 lakh. MIAL’s combined penalty was therefore Rs 90 lakh—not a single fine issued by one regulator.
What happened to the passengers?
IndiGo flight 6E 2195 was travelling from Goa to Delhi on the night of January 14–15, 2024. Reports said the flight was delayed and then diverted to Mumbai amid fog or low visibility in Delhi. At Mumbai, passengers left the aircraft onto the airport apron, where they sat and ate while waiting. Reports also said they were later moved to another IndiGo flight, 6E 2091, without the required security screening. India Today and The Times of India reported the incident and penalties on January 17, 2024.
“Apron” refers to the airport area where aircraft are parked, loaded, unloaded or serviced. It is an operational area, not a passenger waiting space. The regulators’ reported concerns focused on the passengers’ presence there, the transfer without screening and the handling and reporting of the incident.
Who fined whom, and how much?

The distinction matters when interpreting headlines: Rs 1.2 crore was the BCAS penalty on IndiGo, while the airport operator’s reported Rs 90 lakh total came from two enforcement actions. NDTV reported the DGCA penalty and quoted the regulator’s explanation.

Why were the penalties imposed?
BCAS’s reported security concerns
Reports said BCAS objected to passengers being allowed onto the apron, their transfer to another flight without security screening, and the failure to report the incident promptly. BCAS issued show-cause notices to IndiGo and MIAL before imposing its penalties; coverage said the companies’ replies were considered.
DGCA’s apron-discipline finding
DGCA separately penalized MIAL. As quoted by NDTV, the regulator said: “The presence of passengers on the apron for a considerable period is in violation of apron discipline as it jeopardised the safety of the passengers and the aircraft.” NDTV also reported that DGCA found MIAL’s response unsatisfactory. This is the regulator’s reported finding; the full order was not reviewed here.

What did IndiGo say?
IndiGo said the flight had been diverted because of low visibility in Delhi, apologised to customers and said it was looking into the incident. Its statement, reported by NDTV, added: “We will take necessary steps to avoid any such instances in the future.”

Contemporaneous reports from January 16–18, 2024 establish the reported flight, the overnight incident, the passengers’ presence on the apron and the separate penalty amounts. The full BCAS and DGCA orders were not directly reviewed, so their precise legal wording should be attributed to the regulators as reported. Later appeals, payment status or any subsequent case disposition are not established by those reports.
