There is no substantiated, current U.S. ranking of the ten plug-in hybrid vehicles (PHEVs) with the lowest five-year total cost of ownership in the sources available here. Naming ten winners would imply a comparable model-by-model calculation that is not established. A useful comparison instead starts with the costs a ranking must include—and the assumptions that can change its order.
The figures below are U.S.-focused and come from different methodologies, so they are not interchangeable. AAA’s 2026 ownership analysis uses five years and 75,000 miles; the U.S. Environmental Protection Agency’s (EPA) five-year PHEV fuel-cost estimate assumes 15,000 miles per year. Neither figure is a model-specific list of the ten least-expensive PHEVs to own.
Why there is no reliable top-ten list here
A valid ranking needs comparable five-year totals for the same market and model year, calculated with consistent assumptions for purchase price, mileage, fuel and electricity prices, financing, insurance, fees, maintenance, repairs and resale value. The available sources explain ownership-cost methods and provide some broad context, but do not establish those totals for ten current PHEV models.
That distinction matters: a vehicle that costs less to fuel may still cost more to own if it depreciates faster, carries higher insurance costs or requires more expensive financing. A resale award or an EPA fuel-cost estimate cannot, by itself, show which vehicle has the lowest total cost.

What five-year cost of ownership includes
Kelley Blue Book (KBB) defines five-year cost to own as the vehicle-related amount a buyer is likely to pay during the first five years. Its components include depreciation and out-of-pocket costs such as fuel, insurance, financing, state fees, maintenance and repairs. KBB notes that estimates vary with the vehicle, its use, location and owner circumstances. See KBB’s five-year cost-to-own explanation.
AAA’s 2026 Your Driving Costs analysis likewise includes depreciation, finance charges, fuel, maintenance, repairs, tires, and license, registration and taxes. Its average of $12,863 per year applies to the new vehicles in AAA’s overall analysis; it is not a PHEV-specific estimate. AAA’s basis is five years and 75,000 miles, and it cautions that actual costs vary with location, driving habits and operating conditions. Read AAA’s 2026 analysis.

For a PHEV comparison, the calculation should also make clear how much driving is assumed to be electric, whether the car is charged regularly, and what local electricity and gasoline prices are used. It should disclose whether tax incentives are included and the eligibility assumptions behind them. Without those inputs, two totals labeled “five-year cost” may describe different ownership situations.
Why mileage and energy assumptions change the answer
AAA’s five-year, 75,000-mile basis works out to 15,000 miles per year, but matching that mileage alone does not make its analysis equivalent to EPA’s fuel-cost estimate. EPA uses 15,000 miles annually for its five-year fuel-cost comparison and uses projected fuel prices that change annually. That estimate covers fuel costs, not the full cost of buying and owning a vehicle. EPA explains its PHEV fuel-economy label.

EPA also notes that real-world fuel economy can vary with driving, maintenance, weather, roads and vehicle load. A low fuel-cost estimate therefore cannot be applied universally to every driver.
Location can matter in cost models beyond the electricity rate. The U.S. Department of Energy’s Alternative Fuels Data Center (AFDC) describes a calculator methodology that can use the state where a plug-in vehicle is most often charged to determine the electricity-generation mix for emissions calculations. Its methodology also combines purchase costs with the net present value of annual costs over the vehicle life. This is a modeling example, not a published PHEV ownership ranking. Depreciation can outweigh fuel savings
Depreciation is the difference between what a vehicle costs to acquire and what it is worth later; in a five-year ownership calculation, the resale assumption can substantially affect the total. KBB’s 2026 projection says the average 2026 model-year vehicle will retain about 45% of its original value after five years. Vehicles in KBB’s 2026 Best Resale Value top ten are projected to retain around 55% or more. Those are broad projections—not PHEV-specific estimates or a ranking by total ownership cost. One relevant PHEV example is the Toyota RAV4 Plug-In Hybrid, which KBB named its 2025 plug-in-hybrid Best Resale Value category winner. That award indicates a resale-value distinction for the model year; it does not establish that the vehicle is among the ten lowest-cost PHEVs to own over five years. How to compare PHEVs fairly
When model-specific figures are available, compare vehicles on one consistent basis rather than mixing fuel savings, resale awards and full ownership totals. A useful comparison should disclose:
- Vehicle and market: the model year, trim and country or region covered.
- Purchase cost: the transaction-price assumption, discounts and any tax credits or incentives, including eligibility conditions.
- Use: the ownership period, annual mileage, charging frequency and assumed share of miles driven electrically.
- Energy: gasoline and electricity prices, and how those prices are projected to change.
- Ownership costs: depreciation or resale value, financing, insurance, fees, maintenance, repairs and tires.
- Method: whether costs are nominal or discounted to present value, and which source supplies each estimate.
KBB offers a vehicle-specific five-year cost-to-own calculator, but its estimates depend on the vehicle and owner assumptions. Use KBB’s cost-to-own resource as an estimate, not as proof of a universal ranking.
DOE’s AFDC also lists a January 2025 report on methods for estimating the incremental purchase cost of PHEVs, battery-electric vehicles and fuel-cell vehicles compared with similar gasoline vehicles. That report addresses purchase-cost methodology, not a consumer-facing ranking of ten PHEVs by five-year ownership cost. Read the DOE report.
Financing assumptions are not offers
Financing can shift a five-year total, so a comparison should show its loan assumptions rather than treating one interest rate as universal. In one AFDC calculator example, the modeled vehicle is 90% financed with a five-year loan at 6% interest and 10% down. Those are illustrative assumptions in the methodology, not current loan terms or a recommended offer. Actual rates and borrowing costs depend on the buyer and lender.
What the available figures do—and do not—tell you
- AAA’s $12,863 annual average is useful context for its 2026 new-vehicle analysis, not a PHEV estimate.
- EPA’s five-year fuel-cost figure is based on 15,000 miles per year and projected fuel prices; it is not a complete ownership-cost total.
- KBB’s five-year resale projections describe broad 2026 model-year expectations, not the future value of every PHEV.
- KBB’s 2025 RAV4 Plug-In Hybrid award supports a resale-value distinction, not a lowest-cost-of-ownership claim.
KBB’s 2023 Five-Year Cost to Own awards describe a model-year-specific approach based on average five-year cost-to-own data, with depreciation calculated using KBB residual values and a valuation methodology that uses third-party financial information. That explains how a published award can be grounded in a particular method; it does not supply a current ten-model PHEV comparison. See KBB’s 2023 award methodology and winners.
