Apply for a non-driver ID through the motor-vehicle agency in the state or District of Columbia where you live. Before you visit, check that agency’s rules for eligibility, acceptable documents, credential type, fees, and application logistics—there is no single nationwide checklist.
How to apply for a non-driver ID
- Find your issuing agency’s instructions. On your state DMV, motor-vehicle commission, or District DMV website, look for its state identification card or non-driver ID page. Confirm residency and age requirements, and whether an existing driver’s license or another state’s ID affects eligibility. Examples include Delaware DMV, the DC DMV, and the North Carolina DMV.
- Choose the right credential. Check whether the agency offers a standard card, a REAL ID-compliant card, an Enhanced ID, or a limited-purpose alternative. Their uses and eligibility requirements differ. For example, DC describes REAL ID and Limited Purpose cards, while New York distinguishes Standard, REAL ID, and Enhanced credentials in its application guide.
- Follow your jurisdiction’s document checklist. Requirements commonly involve proof of identity and age, residence, and—when applicable—Social Security number and lawful presence. The number and types of documents vary. Delaware, for instance, lists identity documents, Social Security number proof if eligible, two proofs of Delaware residence, and legal-presence evidence for non-U.S. citizens. DC’s REAL ID checklist calls for identity, lawful presence, and two proofs of DC residence.
- Prepare the required records and forms. Check whether originals or certified records are required, and whether applicants under 18 need a parent or guardian’s consent or documentation. Delaware lists documentation linking an applicant under 18 to a parent or guardian; DC requires parental consent for applicants under 18.
- Complete the local application process. Follow the agency’s instructions for forms, appointments or walk-ins, and office visits. Pay the applicable fee and keep any receipt or temporary credential. Fees, processing, and delivery details depend on the issuing jurisdiction.
Check eligibility before you gather documents
Age requirements are local
Minimum ages differ. DC says residents may apply for a REAL ID non-driver card from age 15; New Jersey allows residents age 14 and older to apply; Virginia says residents of any age may apply if they do not already hold a U.S. learner’s permit or driver’s license. These are examples, not nationwide rules. See the agencies’ instructions: DC DMV, New Jersey MVC, and Virginia DMV.
An existing license or ID may affect your application
Some jurisdictions restrict holding multiple credentials. Virginia says a person may hold either a Virginia driver’s license or ID card, but not both, and must surrender a license before applying for an ID. DC says an applicant for its REAL ID non-driver card may not hold a valid driver’s license or ID in DC or another jurisdiction. Check the rule where you live before applying.
Ask about alternatives if you do not meet standard requirements
Do not assume the standard REAL ID process applies if you lack a Social Security number or cannot meet standard lawful-presence requirements. DC describes a Limited Purpose ID for District residents without a Social Security number. Virginia describes an ID privilege card for certain non-U.S. citizens who cannot meet Virginia’s legal-presence requirements; additional conditions apply. These are local programs, not nationwide guarantees. Review the details with the DC DMV or Virginia DMV.

Choose a card based on how you will use it
Credential labels and permitted uses vary by jurisdiction. Compare the options your DMV offers before you apply:
- Standard: Check the agency’s guidance on whether it meets your intended federal identification needs. New York’s guide distinguishes a Standard credential from REAL ID and Enhanced options.
- REAL ID: Virginia DMV states that, effective May 7, 2025, a REAL ID-compliant credential or another federally approved form of ID is required for domestic air travel or entry to a secure federal facility. Confirm current requirements and accepted alternatives with the responsible federal agency and your local DMV.
- Enhanced or limited-purpose: These are not available everywhere and may have distinct eligibility rules and uses. New York’s guide explains its Enhanced option; DC describes a Limited Purpose card. Do not assume one jurisdiction’s card or rules apply elsewhere.

What to verify with your DMV
- Which card matches your intended use, and what alternatives are accepted for federal purposes.
- Your age eligibility and whether another driver’s license or ID affects your application.
- The exact document list, including the required number of residence proofs and any rules for originals or certified records.
- Whether you need a form, appointment, guardian consent, or in-person visit.
- The current fee, processing time, delivery method, and any temporary credential you may receive.
