For routine desk work, start with a weighted desktop tape dispenser that fits the tape your office already stocks. The Scotch C38 is one documented option: it has a weighted, non-skid base and accepts tape with a 1-inch core, up to 3/4 inch wide and 1,500 inches long. For shipping, choose a separate handheld packaging-tape dispenser designed for wider tape and a larger core.
Choose a dispenser for the job
A desktop dispenser is intended for everyday office tape use: keeping a roll at hand for notes, documents, and light tasks. A packaging dispenser is a different tool for shipping and wider packing tape. Scotch’s product guidance distinguishes desktop dispensers from packaging-tape holders.
- Shared desk or workstation: consider a weighted desktop model if people need to pull and cut tape with one hand.
- Mailroom or shipping station: use a handheld packaging dispenser built for the width and core of the packing tape in use.
Compare the documented options
The following specifications come from manufacturer product pages. They describe features, not independently tested performance or a universal ranking.

Check tape compatibility before buying
Match the dispenser to both the tape roll’s core diameter and its width; roll length can matter too. A roll that fits the width limit may still be incompatible if its core does not fit the hub.

- Check the label or product listing for the tape’s core diameter and width.
- Compare those dimensions with the dispenser’s stated limits, including maximum roll length when provided.
- Confirm the dispenser’s refill method: the C38 and C18 list replaceable hubs, while the C40 has an attached hub.
Scotch’s US guidance says most of its desktop dispensers take tape with a 1-inch core and notes that the C-24 accommodates both 1-inch and 3-inch cores. Its UK guidance distinguishes desktop dispensers for 1-inch cores from packaging-tape holders. These statements concern Scotch products and regional ranges; do not assume the same dimensions for every brand or model.
What the features do—and do not—tell you
Weighted and non-skid bases
Scotch describes the C38 and C40 as having weighted, non-skid bases, and says the C18’s weighted base allows one-handed dispensing. These are manufacturer-described design features intended to help stabilize the dispenser; they are not comparative test results proving that one model is more stable or efficient than another.

Replaceable versus attached hubs
The C38 and C18 list replaceable hubs, while the C40’s hub is attached. That is a practical difference to consider when comparing refill arrangements and the possibility of misplacing a removable part.
Materials and included tape
The C38 and C18 product pages make a 100% recycled-plastic claim; the C38 specifies that its plastic components are made from recycled plastic by weight. The C38 and the Easy-Grip packaging dispenser state that tape is sold separately, so factor in a compatible refill if one is not already on hand.

A practical office purchasing checklist
- Identify whether the dispenser is for a desk or for shipping.
- Measure or verify the tape core and width before choosing a model.
- Check maximum roll length if the product page states one.
- Decide whether a replaceable or attached hub better suits your shared workspace.
- Verify current regional specifications, availability, and price with the manufacturer or retailer; product lines and stock can change.
- For a shared purchasing decision, select by fit and task rather than assuming a feature claim establishes measured productivity gains.
How to interpret claims of “best”
The official pages establish product categories and specifications, but they do not provide an independent head-to-head test establishing a best overall dispenser. The C38 is a well-documented starting point for a compatible everyday desktop setup, not a proven winner across offices. A 3M claim that Scotch is the “No.1 selling home and office tape,” based on 2024 NPD data and appearing on the C18 page, concerns tape sales—not dispenser performance.
