The FAA and U.S. Department of Transportation announced temporary flight reductions at 40 high-traffic U.S. airports on November 6, 2025. The initial plan set staged percentage cuts, but the announcement did not confirm that thousands of specific flights would be canceled. Airlines chose which flights to remove, and the required reduction was later lowered to 3 percent effective November 15.
What the FAA announced—and when
The November 6, 2025 announcement called for temporary reductions at 40 high-impact airports. The agencies said the action responded to safety data and reports of strain as air traffic controllers worked without pay during the federal government shutdown. FAA Administrator Bryan Bedford said, “We are seeing signs of stress in the system, so we are proactively reducing the number of flights to make sure the American people continue to fly safely.” U.S. DOT announcement, November 6, 2025.

The first four figures were stages in the plan announced November 6, not counts of flights canceled. The November 14 update changed the required cut to 3 percent from 6 percent effective the following morning. The agencies said they would monitor system performance while evaluating whether normal operations could resume. Were thousands of flights actually canceled?
The official announcements established percentage-reduction requirements, not a verified total of canceled flights. A percentage target cannot by itself establish a cancellation count: the number of scheduled flights varies, and airlines selected which flights to cancel. The headline phrase “thousands of flights in danger of cancellation” should therefore be read as a warning about potential disruption, not as an agency-confirmed tally of cancellations.

Which airports and flights were affected?
The action applied to 40 high-impact airports identified by DOT and FAA. The agencies’ announcement said international flights were not required to be reduced and gave airlines discretion to decide which flights to cancel to meet the target. The FAA’s November 12 emergency order also directed carriers to report reductions and, where practicable, distribute them evenly through the day while avoiding disproportionate effects on regional routes and Essential Air Service. That discretion means two travelers using the same airport could face different outcomes depending on airline schedules and operational choices. The available official announcements do not support ranking the 40 airports by passenger impact or estimating cancellations at an individual airport.

Will your flight be canceled?
The FAA reduction did not mean every flight at an affected airport would be canceled. Whether a particular flight operated depended on the airline’s choices and the flight’s status. Check the operating airline’s app, website, or customer-service channel for the latest itinerary status and any rebooking offer. For airport-wide conditions, use the FAA’s National Airspace System status resource. What refund or expense coverage did DOT announce?
The November 6 announcement said airlines would provide full refunds for affected cancellations, but would not be required under that announcement to cover secondary costs. That statement is specific to the announcement; it is not a promise that an airline will reimburse hotel, meal, or replacement-transportation expenses. How this differed from ordinary disruption
This was a temporary FAA/DOT-directed capacity reduction tied to staffing strain and safety concerns, rather than a routine cancellation caused by a particular airline or by weather. The reduction requirement applied at the designated airports, while carriers chose which flights to remove. A later FAA notice dated December 1, 2025, said the agency was investigating whether certain airlines complied with the emergency order; that notice established a compliance review, not that the original reductions were still in force on that date.
