The proposed campuses could handle several stages of the nuclear fuel cycle, including reprocessing used fuel and final disposition. DOE’s announced billions are projections of possible campus investment and state and local tax revenue, not documented payments to states for accepting waste. No final host agreements, facility plans, waste volumes, or permanent-storage commitments are established in the announcements described here.
Which states are involved, and what have they agreed to?
In July 2026, DOE named Utah, Tennessee, Oklahoma, Louisiana, and Idaho as the initial “potential host states.” The department said it had reviewed 28 applications from 26 states. Those five states signed memorandums of understanding (MOUs) to continue exploring campus opportunities. An MOU is an exploratory step; DOE said states that choose to pursue hosting would sign hosting agreements later.

In a September 2026 update, DOE reported an MOU with West Virginia as well. That means the initial five-state announcement and the later list of states with MOUs are different snapshots: West Virginia was not one of the five named in July, but it was added to the MOU list in September. Neither announcement establishes that a campus has been approved or built.
What do DOE’s “billions” refer to?
DOE’s July 2026 announcement projected up to $50 billion in potential capital investment and up to $10 billion in state and local tax revenue if campuses are established. These are projected economic outcomes, not a stated federal grant, a guaranteed tax receipt, or a direct fee paid to a state for taking nuclear waste. The announcement also projected nearly 25,000 jobs with establishment of a campus.

DOE’s September 2026 testimony used a different employment projection: nearly 22,000 jobs at full scale. The two job figures come from different DOE documents and should not be treated as a single settled estimate.

For residents evaluating the proposal as a public-finance issue, the distinction is important: projected investment and tax revenue do not by themselves say how much public money a state might contribute, which governments would receive revenue, when any revenue would arrive, or what financial obligations a host would accept. The available announcements do not establish comparable state-level terms on those questions.
Would the campuses only store nuclear waste?
No. DOE describes a broader set of potential nuclear fuel-cycle activities, including fuel fabrication, enrichment, reprocessing used fuel, and final disposition. That scope is why reducing the proposal to “states storing waste” can misstate what is being explored. At the same time, mentioning final disposition does not establish a specific disposal facility, a location, a waste volume, or a permanent-storage commitment.
DOE’s earlier consent-based siting report says a permanent disposal solution for spent nuclear fuel and high-level radioactive waste will still be needed. The 2026 campus proposal therefore should not be presented as resolving the country’s long-term disposal question.

The MOUs and broad projections do not yet provide the terms needed to compare state proposals or assess their financial and community consequences. When details are released, residents can look for answers in several areas:

- Activities and materials: Which fuel-cycle operations are proposed, and how do they distinguish handling or reprocessing from storage and final disposal?
- Commitment status: Has a state moved beyond an exploratory MOU to a binding host agreement, and what conditions or exit provisions does that agreement contain?
- Money: What funding mechanisms are specified? Separate loans, public spending, projected private investment, tax revenue, and any direct payments rather than treating them as interchangeable.
- Public participation: How will local communities and affected Tribal governments participate in decisions?
- Regulation and impacts: What safety, licensing, transportation, and environmental reviews would apply?
- Long-term pathway: What destination or disposal approach is specified for materials that remain after campus operations?
Without comparable terms on these points, the headline investment and tax projections cannot show whether one state’s proposal is financially or otherwise preferable to another’s.

DOE’s earlier consent-based siting effort concerned federal consolidated interim storage and community engagement. In 2022, the department said a $16 million community-funding round was not soliciting volunteer host sites. DOE’s consortia information also said the department was not yet seeking volunteer host communities and summarized engagement through December 2024. Those statements describe the older process; they are not the status of the distinct 2026 Nuclear Lifecycle Innovation Campuses initiative.
As historical context, the Government Accountability Office reported in 2021 that the United States had about 86,000 metric tons of commercial spent nuclear fuel at 75 operating or shut-down plants in 33 states, with the amount increasing by about 2,000 metric tons per year. That is a 2021 snapshot, not a current 2026 inventory and not a quantity DOE has said would go to any proposed campus.

42 U.S.C. § 10155 provides that when the Secretary of Energy selects a site or facility for covered interim storage, the Secretary must notify the governor, state legislature, and affected Tribal Council and negotiate a cooperative agreement providing for consultation and cooperation. That provision is relevant statutory context, but citing it alone does not establish the legal structure for the newer campus initiative. Its application would depend on the specific authority and facility involved; the available materials do not settle that question for any future campus.
