Aircraft production and delivery delays limited airlines’ ability to add or replace planes, while weather, busy traffic flows, runway limits and staffing problems at some air traffic control facilities could restrict how many flights the system handled. That was a forecast of pressure—not a claim that every airport or flight would get worse, or that controller staffing was the main cause of most delays.
What the FAA forecast—and what it did not
The FAA’s Aerospace Forecast, Fiscal Years 2025–2045 described several constraints likely to persist beyond a single season. Aircraft production had slowed amid materials shortages, lower worker productivity and manufacturing missteps. The FAA expected delivery delays to cascade through the decade, limiting airlines’ ability to expand capacity or replace older aircraft.
The forecast also pointed to strong leisure demand and staffing challenges at some air traffic control facilities. Together, those factors could leave less room to absorb disruption: when demand is high and available capacity is tight, a weather event or other operational problem can affect more flights and take longer to clear.
This was a forward-looking assessment, not proof that delays rose everywhere over the complete 2025 calendar year. The sources cited here do not establish one universal realized delay trend for every airline, airport or month through year-end 2025.

Why demand and capacity interact
More scheduled flights leave less slack
In an April 2025 seasonal outlook, the FAA said summer flight schedules were up 4% from 2024. A busier schedule does not guarantee delays, but it can leave fewer open slots in the day for airlines and airports to recover after disruptions. If one flight arrives late, the aircraft and crew may be needed for later flights; delays can then spread beyond the original airport or route.
Aircraft delivery problems limit airline flexibility
When manufacturers deliver fewer aircraft or deliver them later than planned, airlines have less ability to add flights, replace aging planes or keep spare aircraft available. That does not directly explain every late departure. It is a longer-term constraint on how much capacity airlines can provide and how much flexibility they have when operations are disrupted.

Control staffing matters at particular facilities
Controllers manage safe traffic flows, but staffing shortages at a facility can constrain the number or pace of flights it can handle. Hiring targets do not turn immediately into certified controllers: the Government Accountability Office reported in 2026 that FAA hiring and training processes can take two to six years.
What caused delays in the FAA’s 2024 figures
The FAA’s May 21, 2024 statement attributed the following shares of delays to these causes:

These are FAA-reported shares for 2024, not a prediction for every later year or a measure of how severe each delay was. They also show why it is misleading to explain the delay outlook as simply “a controller shortage.” Weather, traffic volume and runway capacity accounted for much larger shares in those figures. The percentages listed total 98.6%; the FAA statement excerpt cited here does not account for the remainder.
Why weather could overwhelm an already busy schedule
Weather can reduce the rate at which aircraft can safely arrive or depart, even when the aircraft and crews are ready. When traffic is already heavy, fewer flights can be accommodated during the disruption, and the resulting backlog can affect later operations.

In its April 29, 2025 Summer Air Traffic Operational Summit Readout, the FAA said weather remained the leading cause of delays. It also reported that weather caused a 40% increase in delays in 2024 compared with 2022–23. That comparison was part of the FAA’s 2025 seasonal outlook; it is not a claim about the result for all of 2025.

FAA figures in its FY 2025–2045 forecast recorded 1,512 controllers hired in 2023 and 1,811 in 2024. The agency planned to hire 2,000 in 2025; that was a target, not confirmation that it was achieved. Even when hiring succeeds, trainees must complete a lengthy process before they can work as certified controllers at their assigned facilities.

In a 2026 report, the GAO said the FAA had 13,164 controllers at the end of fiscal year 2025—about 6% fewer than in 2015. Over fiscal years 2015–2024, flights using the air traffic control system increased about 10%, to 30.8 million. Those longer-term figures help explain the pressure on the workforce, but they do not mean staffing caused most delays: in the FAA’s 2024 breakdown, controller staffing accounted for 0.6%.
The FAA’s FY 2025–2045 forecast also said pilot shortages that emerged during the pandemic had largely been resolved. That makes it inaccurate to treat a continuing pilot shortage as the central explanation in this particular outlook.
Newark showed how local problems can compound
In 2025, Newark Liberty International Airport faced a specific combination of construction, staffing challenges and equipment issues. The FAA temporarily limited arrivals and departures there to reduce disruption. The episode illustrates how several constraints can coincide at one airport and affect flights elsewhere as delays spread through the network; it is not evidence that every U.S. airport faced the same conditions.
What this means for travelers
The outlook was about system pressure, not a guarantee that a particular trip would be delayed. A weather disruption, a high-volume schedule, runway constraints, local staffing limits or equipment problems can each affect operations, and more than one can occur at once. For a specific journey, check the airline’s current flight status and the airport or FAA operational information available for that location; a broad national forecast cannot predict an individual flight’s outcome.
